While making the scheme, if possible, try and ensure it is for non-harvesting seasons. But for this year you have pretty much stopped their migration before Rabi harvesting. So you will have to plan for agricultural labour shortage for this season. 4/n
Saving grace about this disaster is that unlike other disasters our communication system is intact. So instead of shutting down departments like agriculture, fisheries etc, ask them to work from home through internet and phone please. You will get many committed office staff. 5/n
Ask them to talk to farmers over phone. They have the list and contact details already with them. Find out what help farmers are looking for. 6/n
Many will find difficult to hire agricultural machinery like harvesters. In districts with large agricultural farms, please talk to owners and even combine harvester manufacturers and see if they have stock. Procure with Disaster Management funds & tie up with SHGs/LSGs. 7/n
Talk to the insurance companies under PM Fasal Bima Yojana. Ask them for liberal claim process. Insure all farms. Whether or not they are covered or not have paid premium now. Waive farmer contribution. Start review of procurement process and streamline. 8/n
