Today is China's National Security Education Day. Both #CarrieLam and Liaison Office head #LuoHuining published a video speech, emphasising that national security includes "public health security" - which even comes before "political security"
Moreover, #LuoHuining was rather explicit about beefing up the "national security legal system and implementation mechanism" in HK - "enact what should be enacted, amend what should be amended, activate what should be activated, execute what should be executed".
Regarding #RuleOfLaw, #LuoHuining argued that if protest violence was not punished, more will follow suit and such ”ant nests in rule of law will destroy the grand dam of national security".
#LuoHuining said justice might be lost if people rely solely on laws. He encouraged the society to "move the defence line forward" and "create a social and public opinion environment favourable to struggle against behaviours threatening HK's stability and national security"
Asked about the legislation of national security law (Basic Law Article 23) when she delivered her Policy Address in last October, #CarrieLam said the chance was "rather slim" for her to launch "such controversial work" within her term.

Maria Tam, deputy chair of the NPCSC Basic Law Committee, said "some opposition against #OCTS and the central government that was covert in the past has become increasingly obvious" in her speech.
Maria Tam called on people to support HK government to fulfil its constitutional responsibility to enact a national security law according to the Article 23 of the Basic Law.
Former HK leader and current vice chair of CPPCC Leung Chun-ying, in his video speech, said HKers have shallow understanding of the individual-state relationship and international relationship, particularly the latter.
Leung Chun-ying said HK's "opposition camp" won attention in UK and US after HK's handover because they have become a chess piece in those countries's competition with China.
Unlike #LuoHuining and #CarrieLam highlighting public health security, Leung Chun-ying stuck to "political security" and said HK needed a in-depth and comprehensive education becos the freest and most internationalised city of China is the best soft spot for the country's enemies
Alright alright here you go. Legislator Junius Ho and TVB actor Chan Pak-Cheung are doing a Weibo live in Putonghua to promote legislation for Article 23 of the Basic Law.
Junius Ho said a national security law for Hong Kong is like a mask for everything under the pandemic. He said there is no law in HK to handle "corrupted reporters" and fake news but when Article 23 completes local legislation, there will be the legal weapon.
Chan Pak-cheung said #CarrieLam also wanted to complete the national security law legislation within her term.

Here comes a guest - David Lan, first Home Affairs Buro chief after handover in 97'. Lan, who could barely wear his mask well, and Ho and Chan are representatives of HK and said national security law must be enacted.
