Ten top takeaways from this morning's @theCCCuk Progress Report - delivered into a unique triple context - the #Covid_19 crisis, UK being off-track to its legally-binding 2050 #netzero emissions target, and the UK's hosting of the next, seminal UN climate summit #COP26

1) UK will get triple win from post-Covid stimulus packages aligned with net zero - jobs, levelling-up & climate. Report surveys 13 analyses from eg @CBItweets, @WorldBank & @ETC_energy & concludes 'green' measures can produce more jobs & more local growth faster than others

2) Stimulus packages should not lock in climate risk or reward: "Public money should not support industries or infrastructure in a way that is not consistent with the future #netzero economy or that increase exposure to climate risks.” Implications for airlines, North Sea?

3) References three countries' decisions on recovery spend as examples of what UK could do: France setting conditions on @airfrance bailout, Germany assisting only electric car build, Canada mandating risk disclosure (@FSB_TCFD) for bailout eligibility

4) The overall message: @BorisJohnson & his Cabinet must "seize the opportunity to make the COVID-19 recovery a defining moment in tackling the climate crisis. We say to the Government: 'act courageously - it’s there
for the taking'."

5) On progress on key measures to drive emission cuts: government on track on only 4 out of 21 . Figure is same as last year's. Fourteen have seen movement in positive direction, seven in negative. Housing particularly dire - top three indicators not met and going backwards

6) For first time, @theCCCuk gives recommendations for individual govt depts. Eyecatching ones include for @transportgovuk - petrol & diesel phaseout should be "2032 at the latest", and dept should review airport capacity strategy "in light of COVID-19 and #netzero"

7) @beisgovuk should require @ofgem to cut methane leakage from national fossil gas grid. @tradegovuk should use trade deals to maximise other countries' carbon-cutting ambition. All depts especially @hmtreasury should integrate #netzero into all policymaking

8) Big slapdown on adaptation: "UK plans have failed to prepare for even the minimum climate risks faced". And @BorisJohnson needs to have regular meetings of the Cabinet climate change committee: (since he announced it last Oct I think it has met only once)

9) On #COP26 side, UK won't publish its new NDC, its carbon-cutting pledge to 2030, this year. Unfortunate, as govts said in the #ParisAgreement that these pledges would be in 'by 2020'; some countries have done so, and UK is missing a chance to set down an ambitious early marker

10) @theCCCuk notes that UK's claim to 'climate leadership' won't wash for #COP26 unless it is at least on track to its own #netzero target: "the delay... to Nov 2021 provides a window to address this policy deficit and establish a credible internationally-leading position"
