Recently, we published a policy report to call for a systemic change for 🇪🇺 to better address global challenges through #ScienceDiplomacy multilateral responses. But there are diplomatic stoppers, warnings, and drivers. Here, a 🧵to explain them! s4d4c.eu/calling-for-a-…
🔴#Diplomacy Stopper 1⃣: Nationalisms, protectionisms & populisms. Crises in the EU (euro crisis, migration, Brexit, Euroscepticism, COVID19) affect integration. Permanent Structured CoOperation may promote EU member state cooperation, in #SciDip too? pesco.europa.eu
🔴 #Diplomacy Stopper 2⃣: Socio-political fractures in the EU. Current economic, societal, and ideological fractures exist between North/South, and West/East, which makes both advancing in the European project and ensuring multilateral responses harder.

🔴#Diplomacy Stopper 3⃣: Political decisions outweigh scientific evidence. Diplomacy & policy-making need to consider many interests: political, economic, religious... Sci evidence is a credible source of info, but not the only one. See @EU_ScienceHub.
ec.europa.eu/jrc/en/facts4e…
🔴 #Diplomacy Stopper 4⃣: The Tragedy of the Commons. Global goods have the problem that individual users tend to overexploit them (think of oceans, for instance). There is a major gridlock for global cooperation and collective action.
🟠#Diplomacy Warning 1⃣: Globalisation, new actors & cooperation goals. Nation states & diplomats aren't the only players. BigTech companies, startups or academia are increasingly important in foreign affairs. New cooperation frameworks in #Science #Tech #Innovation required too.
🟠#Diplomacy Warning 2⃣: Diplomacy is adapting to digitalisation & new technologies: big data, cybersecurity, tech industry, social media, managing crisis almost in real time... New forms of diplomacy emerge #Techplomacy to influence. Here, some podcasts: podcasts.apple.com/at/podcast/tec…
🟠#Diplomacy Warning 3⃣: Common Foreign Security and Policy, a work in progress. Member states are aligning their policies, 🇪🇺 is deploying its Global Strategy, and the launch of @EEAS is quite recent. Their role in #ScienceDiplomacy is yet to increase. eeas.europa.eu/topics/eu-glob…
🟠#Diplomacy Warning 4⃣: Lack of scientific training in the diplomatic community. Diplomats need more info to better grasp the geopolitical impact of sci and tech development, and engage with experts. So take our #ScienceDiplomacy course!

🟢#Diplomacy Driver 1⃣: 🇪🇺 is global example in integration and science. It's a unique polity in the world that is filling a global leadership void in both multilateralism and international scientific collaboration. @jameswilsdon @sarahderijcke

🟢#Diplomacy Driver 2⃣: Good examples of development cooperation frameworks. #SDGs shows a pathway for international cooperation and partnerships, with the EU being the world’s leading donor of development assistance and cooperation. un.org/sustainabledev…
🟢#Diplomacy Driver 3⃣: Knowledge-based economy. Global challenges are great opportunities to trigger innovation and economic competitiveness, exploring opportunities for international cooperation and building global business alliances. Explore its limits: link.springer.com/article/10.100…
🟢#Diplomacy Driver 4⃣: Diplomacy can use science as a common language to bridge communities with weak political ties. A coordinated effort to foster multilateralism, cooperation among stakeholders, and implement projects with impact. eg. SESAME in Jordan: s4d4c.eu/wp-content/upl…
