In writing my paper: "When Great Powers Behave: Mediation Lessons from the Cambodia Peace Process" - thanks @hdcentre + @nupinytt - I wanted to examine a complex, multi-actor and -phased peace process, grounded in some form of the practice of applied history.
Most of all I wanted to look at it from today's vantage point. The soi-disant Cold War (never cold for many but regulated perhaps) is over. The post-Cold War era of ambition, hubris and intervention is also over. We have today a frightening mix of the previous two eras and more.

First, I contrast the more ideational or ideological #SoftPower conception and practice by the #US with the more #pragmatic approach of #China. The #US emphasizes liberal values, whereas #China stresses material welfare and mutual development as part of its vision. 2/10

An interesting article indeed. I was once political director at a Ministry of Foreign Affairs (I resigned since my 3 y old child was in Brussels, and could not commute btw 2 capitals). Here is my view, maybe a different approach: 1. #Diplomacy is about relations among states!1/1
2. I do not think that government is the diplomat’s principal occupation. A diplomat shall go beyond states and governments and for this, he/she needs extensive expertise. 1/2
3. It takes decades to acquire, and after that...it is a battlefield… because of inertia or democratic variations. Crafting diplomatic relationship is a very difficult task challenging task, it is about civilizational and strategic convergence. 1/3 End
