“Hong Kong has no separation of powers,” said #CarrieLam .
#CarrieLam prepared a very lengthy answer to the question on whether HK has separation of powers. Will summarise her logic in this #thread before sharing full translation:

1) All powers of HK are granted by Beijing. So there is no separation of powers between HK and Beijing.
2) HK adopts "executive-led governance" 行政主導 system, in which the "core" is the chief executive (CE) aka #CarrieLam herself at this moment.

3) CE enjoys unique status in HK's political system with powers to appoint judges and approve LegCo budget.
4) Relationship among the 3 powers in HK should be "each performs its own function" "hopefully cooperative" and "(comme il faut) check and balance" as government can be JR-ed, LegCo can veto recommendation of CFA judges appointment, and CE can dissolve LegCo.
5) When "separation of powers" was said by prominent members of the judicial sector, #CarrieLam thinks they meant "a distribution of labour" among the three institutions.

6) Setting the yardstick clear in liberal studies should be appreciated as part of her administration's
attitude and approach to "get to the root" and "set things right" 正本清源、撥亂反正.
