Yes. But only with strong enforcement of "Three Cs" practiced by Japan and endorsed by WHO. Japan has successfully suppressed the spread of #Covid19 mostly through individual efforts, however effectively socially implemented. In U.S. this would have to be forced by law.

Our national government has essentially done nothing but to 'advise' the people on what is recommended. Then people just follow, like an extension from school rules. They just obey, because they think what government says must be effective. On the onset we had poor governance.
We had poor border control, we had terrible quarantine breach with the cruise ships, and the spread happened there. But people, the society, managed to contain it with the prevention of "Three 3Cs". It was really effective, and its now a proven, cohesive measure.
Now our government is breaking this chain of best practice by foolishly resorting to #GoToTravel and #GoToEat campaigns, resulting in the 'third wave' of pandemic, causing record-high infections nationwide. They should have just let the people practice 3Cs. They've erred.
Don't replicate our mistakes. Replicate our best practices that have proven effective until the govt intervened, thinking they could do better to preserve the economy. They would probably end up killing both; the economy and public health. Practice 3Cs and stay the hell home.
Learn from the Germans if not us.
Or learn from a German couple if and individual experience would not do.
