+12 million dollars was paid to ministries & agencies without filing how the money was used:
- No receipt, invoice, ticket for travel,
-They were money given after supporting documents submitted; however, such doc was not stamped with PAID allowing to be reused to collect money
- Money budgeted, e.g., for covering office costs was used for travel, even though no money was budgeted for travel
- In some cases, budget re-allocation ( using money for a reason not approved by parliament ) was done without finance minister approval, given relevance #Somalia
- Two ministries, air transport and religious affairs, printed their own receipts, refused to use the receipts of the AC and Finance Minister
- They collected ~$2 million and then used it without depositing in the Central Bank; the money did not appear in their financial reports

- AC refused to avail to AG contracts governing SFMIS management for auditing, suggesting: hiding.

I agree, let us make sure Mogadishu or banadir region does not participate meeting since it is not FMS; Mogadishu is needed though because it has to supply the venue and taxes to support the meeting between FGS/FMS; Jubbaland and Puntland must insist no seat for Banadir Governor
I further agree without US input Somali leaders will not have taken the reasonable or logical steps to moderately free and fair elections. Why this is so? Well, your guess is as good as mine.
Banadir region did not attend Dhuusomareeb I and II, Puntland and Jubbaland did; Banadir region did attend Dhuusomareeb III, Puntland and Jubbaland did not attend Dhuusomareeb III; the question is shall Banadir attend #Mogadishu I to finalize the election deal?

Dialogue and iterative agreements was needed to formally integrate all armed forces, both regional and federal forces, to secure the country ( UN & World Bank, 2017). Dialogue was rare in Somalia, leading inability of Somalis to assume the responsibility of their security.
Due to lack of political willingness to agree on iterative manner to formalize power and security under public payroll, allows armed conflicts to continue, in addition to other security challenges, such as crime, clan violence, corruption and inter-clan rivalry. #Somalia
