On the surface, many will read, say a lot from the joint statement, but I trust Archbishop CK Lwanga's intentions. He's not loud, but consistent in passing on a message. Govt has often been critical of him.
For you, I will repeat what he said the last time he met the President.
Arch. CKL often gives a message without anyone even realizing he has said what he has said. He rarely speaks 'directly', and if he does, there will be a reason he has changed tactics.

@irc_uganda ARCH LWANGA: Article 20 of Chapter 4 of the Constitution stipulates that fundamental rights and freedoms of the individual are inherent and they are not granted by the state!
@irc_uganda ARCH LWANGA: Article 21 stipulates that all persons are equal before and under the law in all spheres of political, economic, social and cultural life, and in every other respect, and shall enjoy equal protection of the law.
@irc_uganda ARCH LWANGA: Article 22 stipulates that no person shall be deprived of life intentionally except in execution of a sentence passed in a fair trial under the laws of Uganda & the conviction & sentence have been confirmed by the highest appellate court.
As we thank God Almighty for his goodness to us in the many achievements we have made in 2020, we also ask him for his pardon for all the mistakes we have made in our lives.

ALEX MUKULU: There should be no qualifications to become a Member of Parliament. MPs should be volunteers...people who have already succeeded in life and wish to assist others.
ALEX MUKULU: Each tribe recognized in the Uganda constitution should be represented by only 2 Members of Parliament. The parliament should be composed of not more than 108 people since Uganda has about 54 tribes.

✅ On 21 December 1988 National Resistance Council (NRC) enacted Statute No.5 of 1988 which established a Constitutional Commission to start process of a new Constitution.
The mandate of the Constitutional Commission was to consult, make proposals for a democratic permanent constitution based on national consensus. Key members included:

📌 The Uganda Constitutional Commission accomplished its work in 1992 (21 months behind schedule) after extending from a March 1991 deadline. On December 31, 1992 Justice Odoki presented a 20-chapter Draft Constitution with a 750-page report to President Museveni in Mbarara.
