I know federal funding guidelines well. My read on @MickMulvaney act, an excellent streamlining of fed funding regs, is that they apply to all federal funding to states, localities, for/non profits. Specific FARS DFARS required in contracts. Get lawyers to check @larry_kudlow

These regs were contained in three separate funding documents at OMB. Mick put them into the CFR while streamlining regs @realDonaldTrump @larry_kudlow @MickMulvaney @senatemajldr I think that covers ANY non related/secondary expenditures of fed funds by state/local recipients.

CFR (Title 2) apply to funding under the auspices of the executive branch. @MickMulvaney Do they also apply to Congressional funds ? Or does some other admin authority? Congress can't administer the funds. That's executive. Whose guidelines apply? @larry_kudlow @realDonaldTrump

Specific administrative guidelines/requirements 4 all federal funds expenditures by recipients should be in CFR w/o Congress approval. @OMB put them in Title 2, restricts funds from being diverted to nonapproved purposes. Why not for Congress? @stevenmnuchin1 @MickMulvaney

Can CFR funding constraints be included for block grants to states, since GOP likes those. @stevenmnuchin1 @MickMulvaney CFR Title 2 are admin requirements for all other grants & agreements, including to states.

That answer is yes. I have seen other Congressionally directed funding programs governed by these same cost principles.
