Principle 1: close loopholes in HK's electoral system and effectively prevent anti-China trouble rousers, political agents of anti-China foreign forces to enter political regime of HK
Principle 2: improvement of HK's electoral system must be led by the Central authority
Principle 3: HK can absolutely not simply adopt or follow electoral systems used in foreign countries
Principle 4: Electoral reform must place more consideration on improving the relationship between the legislature and the administration and on improving the governing efficiency of HKSAR government
Principle 5: Persons-in-charge in SAR government, legislature, judiciary and other important statutory institutions must be real patriots and those posts can never be occupied by anti-China trouble rousers
So who are the "real patriots" in Xia Baolong's eyes. He listed 3 criteria with examples of "who are not":
Criterion 1: Those who conduct activities endangering national security eg urging for foreign sanctions against HK and China are not real patriots
Criterion 2: Those who do not love THE PEOPLE'S REPUBLIC OF CHINA, who do not follow PRC's CONSTITUTION, and who do not accept CHINESE COMMUNIST PARTY, are not real patriots
Criterion 3: Those who support #LaamChau are not real patriots
"People taking up important roles in every single group touched upon in the 4th chapter of the Basic Law are people governing HK, including the chief executive, officials in the SAR government, lawmakers, judges, district councillors and civil servants," #CarrieLam said.
"The matter of political system is a matter governed by the central authorities. It is not part of HK's autonomy," #CarrieLam re electoral reform.

"If we must use the word 'oppress', it's oppressing those who advocate HK independence, who attempted to push HK into the abyss of violence, and those who forget their ancestors...and collude with foreign political organisations to destroy HK," #CarrieLam said.
