If you examine the list of external members - you will notice who's who of corporate India / liberatarian economists -- who all actively push for policy changes in a specific direction. Then they will also sit on AAB which will

People who advise / lobby for policy - *MUST NOT* be advising constituitional audit authority.

When that happens - what you will eventually see - is a sleeping CAG - because those who are advising the CAG on priority have successfully lobbied for policy changes and would not want CAG to review those.
