ONE SENTENCE (highlighted in Red) is troubling.

It stands out and is completely incongruous with the emerging fact pattern of this case.
🟥 RED
IT READS ❮AS IF❯ downing of #PS752 was nothing more than a matter of negligence, a 'failure to take proper care in doing something.'
2
@OmarAlghabra calls it a "tragedy".

"Tragedy" is more great loss and misfortune, even calamity. It's benign and it minimizes.

FIRSTLY, it flies in the face of a recent Ontario Superior Court ruling: "The plaintiffs have established that the shooting down of Flight 752 by
3
the defendants was an act of terrorism and constitutes 'terrorist activity' ..."

SAID IN OTHER WORDS, it has been now ruled that this was NOT an accident, but deliberate; NOT a tragedy, but an ATROCITY

It is literally, a 'mass murder'.

OUR CHOICE OF WORDS MATTER. Referring
4
to #PS752 as a "tragedy" is ill-considered and entirely inappropriate.

ONLY «ATROCITY» carries with it the reality of the barbarity and savageness necessary to deliberately shoot down a civilian airliner.

IT IS DOUBLY PREPOSTEROUS to issue a weak statement like this one
5
containing a (glaring) twofold defect, namely: "failed to recognize the danger of their military operations" coupled with "neglected to take measures to prevent this tragedy."

MAKE NO MISTAKE, this is not nuance, it is the unadulterated language of milquetoast.
6
THIS PHRASEOLOGY lays bare either a complete failure to grasp what has actually occurred as an act of brutality, or it reveals an attempt to tiptoe carefully through extra-linguistic signalling and understatement.

Ukraine International Airlines Flight 752 (PS752) was shot down
7
deliberately, not by accident.

TO BE CLEAR, and the Ontario court has ruled, two (2) sophisticated Islamic Revolutionary Guard Corps (#IRGC) Tor M-1 missiles fired from advanced battery systems about 30 seconds apart is ❮NOT❯ accidental.
8
AND SINCE it has now been found to be a deliberate act (the "Intentionality Scenario"), it necessarily follows that the Iranian regime had a reason(s) to destroy this particular aircraft.

The #Iran regime has consistently demonstrated a capacity for outrageous brutality.
9
IT TAKES monstrous inhumanity and evil to destroy a civilian aircraft with innocent souls aboard ... AND it challenges and defies our comprehension.

NONETHELESS, any hope of identifying the reason(s), can only come through a competently-conducted criminal investigation.
10
IT MUST BE a dogged investigation, as only our grim persistence and tenacity will yield answers.

AS FOR the reason(s), there are only two possibilities. Suffice it to say, the answer lies in 'a person or persons' AND/OR 'something' [italics] were aboard that aircraft.
11
🟨 YELLOW
THE WORDS "justice, transparency and accountability" sound reassuring and consequential in the context of this statement.

BUT FOLLOWING a weak embedded statement, however these words become more or less a feeble assertion. AND,its feebleness won't be lost on #Iran.
12
It is not difficult to imagine the #Iran regime scoffing when it reads such banal and threadbare words like "failed", "neglected" and "tragedy", without the teeth of Canadian criminal investigation.

'Justice' and 'accountability will not be realized in the near future.
13
As a trained/designated Major Case Manager, I can say the type of criminal investigation required for #PS752 will need time and resources. Nonetheless, it must be embarked upon with a long view perspective and unrelenting tenaciousness, sufficient to last decades if required.
14
Any thought or hope of receiving any semblance of anything approaching 'transparency' from #Iran should be set aside immediately as unrealizable and not realistic.

A Canadian criminal investigation is the only means by which to achieve justice and with it, accountability.
15
IN CLOSING, as a former @rcmpgrcpolice #RCMP (Ret'd), I am utterly outraged by the shocking and indefensible position presently being taken by RCMP Commissioner @CommrRCMPGRC Lucki.

The position she has chosen to adopt is untenable. AND, I have every confidence it cannot be
16
long sustained. I will be addressing her decision not to open a Canadian criminal investigation in the coming weeks.

17
FINALLY, «ATROCITY» should become forthwith the ONLY descriptor used by #GOC in all future communications whenever referring to Ukraine International Airlines Flight 752 (PS752).

"Tragedy" has no rightful place going forward as Canada pursues justice and accountability.

"While this could be seen as strongest language from Ottawa ..."

IN GRAMMAR, «COULD» is a modal verb typically used to express possibility. @NahayatT wisely includes it.

Statement by Transport Min Omar Alghabra @OmarAlghabra is NOT strong, it is weak.

2
Original Thread

IT READS AS an empty avowal of advocacy. #Iran, too, will undoubtedly view it for what it is, timorous.

THE (MORE) IMPORTANT QUESTION,is why issue a spiritless and irresolute statement? For domestic theatre?Does it send another message?
3
IN THE COMING WEEKS that answer will begin to take shape.

PLAINLY, Transport Minister ALGHABRA has not been authorized to refer to #PS752 as an «ATROCITY». He remains shackled by PMO @CanadianPM to a narrative that permits the use of "tragedy" only.

MUCH HAS BEEN SAID about Sir John A. Macdonald and his place in Canada's history ... but, there's something (ugly) that hasn't been mentioned.

🚨 MOST REGRETTABLY, some Canadian politicians have chosen to affix the label of 'terrorism' before the investigation has made any such determination.

This is one example.

RESPECT FOR the administration of justice would properly wait for the police agency with jurisdiction ... ImageImage

AS A FORMER #RCMP (Ret’d), I am concerned about such statements being made by ANY politician.

RISKING SERIOUS UNDERSTATEMTN, they are at best inappropriate, and could even be viewed as an attempt to otherwise ‘direct’ [italics] the course and/or outcome of an investigation.

AS AN INVESTIGATOR, I was always mindful of and exercised vigilance with respect to my responsibilities to never cause to bring the administration of justice into disrepute.

IN ALL FAIRNESS THOUGH - that is not the focus of @JohnIbbitson's op-ed. Column space is limited.

Far from being a welcoming "Big Blue Tent",

@CPC_HQ is riddled with a not-so-nice undercurrent of 'shenanigans and subterfuge' [polite description]. Actually, it could be said to be a type of rot.

The undercurrent (or if one prefers, rot) is resulting in a hemorrhage - a damaging loss of valuable people.
