I am deeply honoured & grateful to have been appointed the @ICRC’s next Director of International Law, Policy & Humanitarian Diplomacy, effective 1 July 2022!
(1/3)
After more than a decade in #academia, #government, #consultancy & #HumanRights advocacy, I look forward to returning to the @ICRC, an organization which was my professional home for many years, and whose values, principles & working methods I am profoundly committed to.
(2/3)
In order to avoid any perceived conflict of interest or contradiction in terms of public positioning, advocacy or confidentiality, I will step down as #SRTorture@UN_SPExperts on 31 March 2022, after concluding any outstanding work & presenting my final report to #HRC49.

I appreciate & take the concerns of @NBPactueel very seriously. I have investigated & provided training & advice for police & military operations in contexts of war & violence for 20+ years & personally experienced their often very difficult & dangerous working environment. (1/7)
Throughout my career, I have also seen more than enough to be able to immediately distinguish allegations of #PoliceBrutality that require careful contextualization from cases that are plainly obvious & primarily require immediate correction. (2/7)
My two statements of 3 January 2022 may be harsh, but they are neither biased nor premature, but respond to well-documented facts that are clearly incompatible with international standards irrespective of any contextual factors & that require urgent & decisive remedy. (3/7)
To me, #torture is the moral abyss of mankind;
the sacrifice of our humanity on the altar of our fears;
the total capitulation of our personal integrity and,
ultimately, nothing less that the end of civilization itself.
(1/7)
Those who know the reality of #torture, those who have suffered it, those who have inflicted it and those who have tried to heal the physical, mental and emotional wounds resulting from it, know that torture destroys deeply, utterly and irreversibly.
(2/7)
No one who has faced the ugly reality of #torture could ever still cling to the illusion of such abuse being compatible with humanity, with dignity, or with any notion of respectable and responsible human life.

(1/7) #SRTorture to @foreignoffice: “The conduct of the UK Govt in the #Assange case severely undermines the credibility of the UK’s commitment to the prohibition of torture & ill-treatment, as well as to the rule of law more generally” (bit.ly/2ZCygWA).
Yet: Despite @UKParliament & #SRTorture appeals (bit.ly/2J44u61) Govt refuses to prosecute those responsible for UK involvement in CIA torture & rendition 2001-10.
(3/7) @foreignoffice: “We take allegations of torture very seriously & investigate allegations against UK personnel” (bit.ly/36UUwhv).
and despite evidence of systematic & consistent due process violations in all jurisdictions continues to actively suppress legitimate concerns that these proceedings may not amount to “justice” at all.
Well...
(2/8) In 1940, Hannah Arendt, arrested for anti-state propaganda, successfully escaped the Gestapo and Vichy internment and received asylum in the US.
Did she “evade justice”?
(3/8) When the USSR invaded Hungary 1956, Cardinal Jozsef Mindszenty, an outspoken critic of the Soviets, sought diplomatic asylum at the US Embassy in Budapest, where he spent the next 15 years until his safe passage could be arranged.
(1/6) Just out: My letter to the #UK Govt of 29 Oct 2019, detailing serious due process violations, expressing alarm at #Assange’s detention conditions & health, reiterating my queries & calling for his prompt release. Direct link: bit.ly/2ZCygWA (60 days & no response)
(2/6) My official findings, supported by medical experts, unquestionably provide “reasonable ground to believe” that UK officials contributed to #Assange’s psychological torture or ill-treatment, whether through perpetration, attempt, complicity or other forms of participation.
(3/6) Under the Convention against Torture, the UK Govt does not have the political discretion to simply reject such findings, but must conduct a prompt & impartial investigation and, if confirmed, prosecute the perpetrators and provide redress & rehabilitation to Mr. Assange.
