2/21. This afternoon an informal consultation on the #SantiagoNetwork for #LossAndDamage followed an informal informal with Parties only during which Parties huddled in breakout groups to work on outstanding issues yet to be resolved in the text.
3/21. At the start of the informal consultation- which was open to observers - breakout groups reported back on progress and proposed changes to the text. Parties also added some additional aspects to the text.
4/21. One outstanding issue remained which was whether or not the @UNFCCC would be recalled in the text. There was clear tension in the room on the way forward even though the G77 and China reflected on the level of convergence.
5/21. Parties then went into a huddle for half an hour after which they erupted into applause as the G77 and China reported to the co-facilitators that they a clean text and that they looked forward to the full operationalisation of the #SantiagoNetwork.
6/21. We are very happy with this outcome and look forward to the full operationalisation of the #SantiagoNetwork. However, we note with concern, that very little finance has been committed thus far. Therefore we urge more developed countries to step up and provide finance!
7/21. We would also like to thank everyone who made this decision a reality including the many negotiators from both developing and developed countries. We would like to send a special note of gratitude to @VicentePaoloYu for his amazing work leading the G77 and China.
9/21. Also afternoon the ministerial consultations on funding for #LossAndDamage continued with a closed meeting with ministers and heads of delegation. The co-facilitators had asked Parties and groups to come prepared to answer three questions.
10/21. These Questions are:
1⃣How could support be immediately mobilised, and how could it be transparently channelled?
2⃣Can you elaborate on a mosaic/ecosystem approach and what could be operational by #COP28? How would a dedicated fund under the @UNFCCC fit into it?
11/21. 3⃣What are the benefits and the concerns with establishing a fund in principle here at #COP27?
The meeting was closed but we understand the co-facilitators asked Parties and groups to share bridging proposals with each other to find common ground.
12/21. Developing countries stay strong in their call for an "operating entity" to be established under the Financial Mechanism of the @UNFCCC to address #LossAndDamage at #COP27. They are united, and are calling for civil society to stand with them in support of their demands.
13/21. Parties have collectively acknowledged the urgency and the need to fill the gaps and we look forward to the continued ambition from the #SantiagoNetwork carrying over to the establishment of an "operating entity" to address #LossAndDamage here at #COP27 in #SharmElSheikh.
15/21. Speakers included @saberhc of the Government of #Bangladesh who made it clear that the @LDCChairUNFCCC and the G77 and China are still united in their call for an operating entity to address #LossAndDamage.
16/21. @saberhc said: “we want a facility or fund to be announced during #COP27. Some countries want to make the announcement in 2024, but we feel this will be kicking the can down the road. We have to act now.”
17/21. @harjeet11 of @CANIntl also stressed that the G77 and China are holding fast in their demand for finance to address #LossAndDamage. “This COP is unprecedented, we have seen unity with developing countries since day one. They are solid, and we need to support that unity.”
18/21. Whilst @samahhadid of @NRC_MiddleEast put the urgent need to act on #LossAndDamage into perspective: “We have been hearing that time is running out for this COP, but the reality is that time is running out for communities that are on their knees because of #ClimateChange.”
19/21. Tonight and tomorrow are crucial moments in the negotiations on #LossAndDamage finance. Developing country Parties need civil society to continue to push for the establishment of an operating entity (be it a fund or a facility) to address #LossAndDamage at #COP27.
20/21. We must unite behind their unity and push back against the blocking tactics that have been used to delay #LossAndDamage finance for the last 30 years. Because without addressing #LossAndDamage there can be no #ClimateJustice!

2/5. But make no mistake, everything is still up for grabs and we are still pushing for an “operating entity” (be it a fund or facility) to be established under the financial mechanism of the @UNFCCC at #COP27 to address #LossAndDamage.
3/5.Don’t forget, this is what AMBITIOUS means: The operating entity needs to be under the CMA and the COP, it needs to deliver new and additional funds, it needs to be based upon equity and CBDR-RC, it must cover ALL vulnerable developing countries, not just the most vulnerable.
1/28. A serious issue has been bubbling under the surface at #COP27 and it's reaching boiling point as we near the final plenary: the importance of the Convention(@UNFCCC) and its ongoing role in @UN#ClimateChange negotiations. Here is why this is important for #LossAndDamage.🧵
2/28. In the informal stocktaking plenary last night, we heard many interventions from developing country Parties highlighting their concerns regarding efforts by developed country Parties to remove references to the principles of the Convention across all thematic areas.
3/28. Under the Convention, Parties agree to protect the climate system “on the basis of equity and in accordance with their common but differentiated responsibilities and respective capabilities (CBDR-RC).” These are important agreed principles that must be preserved.
1/25.📜It’s day twelve of #COP27 and here is your daily #LossAndDamage focused thread. The intense negotiations on “funding arrangements" continue today after the release of a new text which contained a set of three options for a decision on a fund to address #LossAndDamage. 🧵
2/25. As summarised by @YebSano of @GreenpeaceSEA during @CaninT press conference these options equate to: “Option 1, we have a fund here. Option 2, we have a fund next year, Option 3, we don't have a fund, let's talk some more.”
3/25. However, it is very important to note — as we did earlier in an extensive thread— that “option number 1” is not in line with the G77 and China’s current proposal for an operating entity (be it a fund or facility) under the financial mechanism of the @UNFCCC.

3/12. The G77 and China have tabled a very detailed proposal for a fund designated as an “operating entity” of the financial mechanism of the @UNFCCC, but the current text uses the term “fund as part of new and enhanced funding arrangements".
1/4. This evening at #COP27#Barbados told @COP27P: "We would not wish to come out of this COP without a clear definitive language within the text and the cover text that addresses #LossAndDamage."
2/4. Support on #LossAndDamage, "has to include a reform of #MDBs. It has to address a pathway for accessing #Finance. It has to deal with the scale of finance which must be commensurate with the scale of the crisis which we did not ask for and cannot afford to finance."
3/4. The intervention continued: "Circumstances where we are highly debt burdened because the scale of financing development far outstrips our capacity. There is an urgent need for us to have the fiscal space to deal with crisis and deal with development issues."
1/4. Tonight in #SharmElSheikh the COP, CMP and CMA closing plenaries took place for issues that have been finalised thus far at #COP27.
2/4. During the plenary #AntiguaAndBarbuda for @AOSISChair took the floor to say that the agenda item on #LossAndDamage has not received just treatment: “We are disheartened with the way the agenda item on funding arrangements for #LossAndDamage has been conducted."
3/4. #Colombia for @AilacCC added that, “the capacity of individual states to respond to the level of the crisis is not feasible without international support" and said they looked forward to a text on funding for #LossAndDamage and a historic outcome at #COP27.
