Discussing "The Reconstruction of Ukraine and the Future of Europe" will be @NonaMikhelidze, Svitlana Chekunova, Torbjörn Becker, @bonomimat & @FLojdquist
As always we will be highlighting the best bits from a dynamic discussion between five leading experts
/2
"Reconstruction of Ukraine is intimately linked to the future of Europe" - @FLojdquist (@SCEEUS_UI) on the relevance of post-war reconstruction to the aims of our project to discuss different approaches to the Future of Europe
/3
Our first speaker, @NonaMikhelidze (@IAIonline): "The resilience of Ukraine really shows the value and importance of the EU's activities in the region, via a number of channels for years"
/4
"The fiscal decentralisation of Ukraine allowing local governments to independently resist Russian aggression with their own funds is thanks to reforms included in the previous EU Association Agreement with Ukraine"
Part of this panel is dedicated to the work of the DiCE project to project potential scenarios for the #FutureofEurope - in this panel the work is presented by @bonomimat from @IAIonline
/6
"We want to construct a methodology to understand how to project, to construct a mapping for projection in relation to different forms of differentiation (internal and external), we want to test this outcome with policymakers and stakeholders in Brussels"
"There is now an interest in de-differentiation in Europe, in other words, following #Brexit and the European unity in response to Russia's war of aggression in Ukraine, European states are in favour of solidarity and common action"
To focus on the crucial aspect of energy, we turn to Svitlana Chekunova, Leading Expert in Energy at the Razumkov Center (@PA3yMKOB)
/9
"Reducing dependence on imported gas from Russia is a priority both for the EU and for Ukraine: since 2004, natural gas use has reduced drastically, and what is being used now is being produced domestically"
- Svitlana Chekunova (Razumkov Center)
/10
"One other priority in energy is also to reduce greenhouse gas emissions: Ukraine is aiming to reduce emissions drastically by 2030 - the energy mix in Ukraine is now mostly low-carbon, relying on nuclear, renewables, and more"
- Svitlana Chekunova (Razumkov Center)
/11
"Despite Russian aggression & occupation continuing on its destructive path, there remain opportunities to further reduce energy dependency and GHG emissions in Ukraine once the war ends"
- Svitlana Chekunova (Razumkov Center)
/12
"Ukrains's recovery process is not possible without support from the EU - it is important for this support to continue until the end of the war and beyond into the reconstruction phase"
- Svitlana Chekunova (Razumkov Center)
/13
We now turn to Torbjörn Becker (@SITEStockholm) for his perspective: "depending on how long it takes Ukraine to win this war, reconstruction will become more and more expensive - but this should not dissuade us"
/14
"Reconstruction will be a long process, we should not allow it to become bogged down in other policy areas. Like with the Marshall Plan, Ukrainian reconstruction needs a freestanding agency fully devoted to it"
We are currently enjoying a dynamic Q&A session between the audience at the #SwedishPPC and our speakers on the DiCE panel: "The Reconstruction of Ukraine and the Future of Europe"
To conclude, @FLojdquist asks our speakers for the wishes for the Swedish Presidency in the next 6 months
/17
"I want the creation of a specialised agency for the reconstruction of Ukraine, to start working immediately to be ready once the war ends"
- Torbjörn Becker
/18
"We must ensure Ukraine's victory, and minimise casualties and the destcruction of my country"
- Svitlana Chekunova
/19
"What is most needed from my perspective is for the Swedish Presidency to better connect the new 'EPC' format with the existing EU Institutions and the needs of #enlargement"
.@HeinikoskiSaila from @FIIA_fi is setting the scene at the start of this #townhall on #DifferentiatedIntegration in the wake of Russia's invasion of #Ukraine: the war has already resulted in a flow of refugees into the EU27 and DI could be a valuable tool in Europe's response
/2
The Director-General of the Migration Department in the 🇫🇮 Ministry of the Interior @HulkMi is setting out the Commission's position on #migration and #asylum system in the wake of #Ukraine: "mandatory migration quotas are not politically possible, #solidarity is the answer"
/3
The #InDivEU panel at #PPCParis is starting now! As @tepsaeu and @SciencesPo_CEE are enjoying their parallel sessions, we here at DiCE thought we would highlight some key points from our speakers!
.@IvoBelet describes the importance of European Citizens Panels as part of the Conference on the Future of Europe #CoFoE 👉 this panel of #PPCParis is ALL ABOUT the #FutureofEurope!
/3
#DifferentiatedIntegration is most often used in relation to treaty change, enlargement or crises that require major response. Actions are policy oriented and ad hoc character rather than strategic.
- Stefan Telle, @EUI_Schuman, on salience on #DI among governments
/2
The first day of the #InDivEU Final Conference 'A differentiated future for the European Union?' has just begun🙌
Join Lucia Mokrá (@tepsaeu) and Frank Schimmelfennig (@ETH_en) now for some welcome words!
.@EnricoLetta, President of the Jacques Delors Institute and former Prime Minister of Italy, will now give the keynote speech covering 3 main topics
✅Timeliness of the discussion
✅The contribution of #Brexit
✅Two examples of successful #DifferentiatedIntegration
/2
#Brexit and the results from the negotiations completely changed the discussion on #DifferentiatedIntegration. Now, there is no more a multi-destination Europe, only a multi-speed Europe.
- @EnricoLetta at #InDivEU Final Conference

"#CoFoE gives EU citizens a unique opportunity to debate the #FutureofEurope, and leaders should be ready to face uncomfortable truths about the current functioning of the EU"
