ऐसे कई ट्विटर अकाउंट थे, जिन्होंने बिना पुष्टि किए हुए भरपूर दुष्प्रचार किया कि केंद्र सरकार अब UPI के माध्यम से होने वाले भुगतान पर अतिरिक्त शुल्क लेने जा रही है। लोगों ने यहाँ तक कहा कि ‘ऐसे में डिजिटल भारत कसने बनेगा’?

NPCI, जो कि UPI की गवर्निंग बॉडी है, उसने एक प्रेस रिलीज जारी करके स्पष्ट किया है कि UPI द्वारा होने वाले भुगतान पर ऐसा कोई भी चार्ज नहीं लगाया जाने वाला है।

लेकिन सवाल उठता है कि अफवाह फैलाने वालों की बात का आधार क्या है? दरअसल, हाल ही में NPCI ने UPI के माध्यम से PPI यानी प्रीपेड पेमेंट इंस्ट्रूमेंट्स जैसे कि पेटीएम वालेट से 2,000 रुपए से अधिक के भुगतान करने पर इंटरचेंज रेट कि घोषणा की है।

इसके अतिरिक्त, NPCI ने एक और वालेट लोडिंग चार्ज इंट्रोड्यूस किया है, ये दोनों चार्ज 1 अप्रैल से प्रभावी होंगे!

अब जान लेते हैं कि ये दोनों चार्ज किसे देने पड़ेंगे। इसको एक उदाहरण से समझिए- अगर कोई उपयोगकर्ता अपने बैंक अकाउंट से 5,000 रुपए अपने वालेट में लोड करता है तो वालेट, उस बैंक को जिसके अकाउंट से पैसा लोड हुआ है, धनराशि का 0.15% चार्ज के रूप में देगा।

अब अगर यही उपयोगकर्ता इन 5,000 रुपयों का भुगतान किसी जगह वालेट द्वारा UPI के माध्यम एक दुकान पर करता है जहाँ पर गूगल-पे का QR लगा हुआ है, तो यह इंटरचेंज रेट गूगल पे पेटीएम को देगा, ये इंटरचेंज रेट अलग-अलग सुविधाओं के लिए अलग-अलग हैं, इस स्थिति में आपको कोई पैसा नहीं देना।

NPCI ने स्पष्ट किया है कि P2P यानी एक यूजर से दूसरे यूजर के बीच UPI के माध्यम से पैसे भेजने पर कोई चार्ज नहीं लगने वाला।

NPCI ने यह भी स्पष्ट किया है कि 99.9% UPI भुगतान आज के समय में UPI इनेबल्ड एप में बैंक खाते को जोड़ कर किए जाते हैं, इन भुगतानों पर इस नए नियम का कोई प्रभाव नहीं पड़ेगा।

NPCI ने साफ़ कहा है कि नए नियमों का ग्राहकों पर कोई प्रभाव नहीं पड़ने वाला,यानी आप अफवाहबाजों और की बातों पर ध्यान दिए बिना लगातार UPI के माध्यम से भुगतान करते रह सकते हैं वो भी बिलकुल फ्री।

While reading the thread, it was tough to find responsible quotes that could counter the widely held opinion that it was Churchill, his policies, and his 'hate' for India that led to millions dying in Bengal in the 1940s.

It's easy to take the "As someone who has read through thousands of pages of primary sources" route, but a better alternative would be to first critique Churchill's Secret War and spend time and effort in doing that.
