Nitwit decides to fly into NYC during rush hour. Not clear if a FPOTUS rates a traffic hold and so his detail will be sitting at traffic lights for a very long drive. Smart if they helicopter him to a helipad and then drive to his stupid building with no underground entrance.
Ambulance is something usually only for POTUS or perhaps VP. Appears to not be an official Secret Service vehicle so could be something provided by NYC.
