2/ Who contributes to the #LossAndDamage Fund and who receives funding remained the most divisive issues in the ministerial. Several developed nations spoke to *only* LDCs & SIDS as being the most vulnerable, ignoring people & communities affected in other developing countries.
3/ We told them it is unacceptable that countries like Libya & Pakistan who have suffered huge losses and damages are made ineligible to access #LossAndDamage funds.
Developed countries must stop their approach of divide and conquer.
4/ @AvinashPersau15 of Barbados, a small island state, emphasised that ALL countries facing significant losses must be eligible to receive #LossAndDamage Finance.
He also raised the issue of #DebtCrisis in developing countries, which is being exacerbated by the #ClimateEmergency
5/ Many rich countries focused only on those developing nations that are “particularly vulnerable”. They fail to remember that this language is from the Convention & the #ParisAgreement.
We made its clear: ALL developing nations are eligible to receive #LossAndDamage finance.
6/ Many developed countries spoke about expanding the contributor base, citing the scale of #LossAndDamage finance needed. They didn't speak to their historical emissions which form a major chunk of the current 1.1°C temp rise.
Loss and damage is an issue of equity and justice!
7/ Developed countries advocated for the Fund to be under @WorldBank. We told them they can't use the excuse of speed & urgency to ignore our demand of the fund as an independent operating entity of the financial mechanism of @UNFCCC

8/ Developed countries also called on the private sector to contribute to the #LossAndDamage fund. They forget that they have failed to get the private sector to invest adequately or sufficiently in even #adaptation.
9/ Private sector will prioritize funding projects that are profitable.
We don’t want to be hoodwinked anymore — Addressing #LossAndDamage is a matter of life or death.
We demand public, grant based support for developing countries and communities.
10/ Funding for #LossAndDamage is distinct and different from humanitarian, ODA, mitigation and adaptation finance.
We proposed a set of criteria to assess loss and damage finance and the onus is on the institutions to explain how their funds qualify.
11/ The United States said there is no existing donor base for #LossAndDamage funding since it is a “new idea”.
That's outrageous, to say the least!
@VanuatuUN, for SIDS @AOSISChair brought up the issue of #climate impacts beyond adaptation, such as sea level rise in 1991!
12/ Developed countries speaking to the “urgency” of the #ClimateCrisis seem to have forgotten that they have blocked and delayed the discussion on #LossAndDamage finance for years and decades!
It took 30 years to get them to establish a fund.
13. Rich nations played a primary role in causing the #ClimateCrisis and they continue to exacerbate the problem by expanding #FossilFuels.
We must hold the #FossilFuel industry to account for causing unspeakable suffering around the world.

14. We are <10 weeks away from #COP28. Operationalisation of #LossAndDamage Fund will determine the success of #COP28. We will make ourselves heard at the next Transitional Committee meeting in Egypt, 17-20 Oct.
Rich nations must fulfil their commitment & act in good faith!

Here's my 10-point response to your intervention at the @nytimes Climate Forward conference at #UNGA
1. Thank you for acknowledging that #LossAndDamageFinance requires trillions of US$, as experts estimated.
THREAD - 1/6
2. You now agree "in all honesty" that the most important thing to do is to mitigate to prevent #LossAndDamage, and the next most important thing is to help people adapt.
3. But, the graph clearly shows that the US failed to reduce its CO2 emissions, since @UNFCCC in 1992.
I made an intervention for @CANIntl in the opening plenary urging them to put L&D Finance on the #COP27 agenda to establish L&D Finance Facility and deliver #ClimateJustice.
