In 2023, a Saudi girl reported Abdulmohsen's terror threats to the German police via their official X account @BAMF_Dialog and through their official email.

She sent multiple messages, warning that Abdulmohsen repeatedly and publicly threatened to ((run over Germans)) and kill them through his social media accounts.

Despite these clear and repeated warnings, the Berlin police and German authorities ignored her messages and failed to act. This negligence directly contributed to the tragedy that followed.

German media’s coverage of this tragedy has been shallow and misleading. Most headlines simply referred to him as a "Saudi citizen," completely ignoring his criminal past, threats, and motives. No mention of him as a Saudi fugitive, dissident, Anti-Islam, criminal.. etc. It was perhaps to cover up for the authorities' astonishing failure. They didn't even call him a terrorist.

No context was provided about his background or the ignored warnings. The focus on his original nationality rather than his criminal history and explicit threats is a disservice to public understanding.

( القصة الغير مروية عن توتر العلاقات بين الرياض🇸🇦 وأبوظبي🇦🇪: النظام مقابل الفوضى ) 'النسخة العربية' من مقالة سلمان الأنصاري.

قبل نحو عشر سنوات، سعدت بإدارة ندوة في الرياض مع كاتب صحيفة نيويورك تايمز توماس فريدمان، حيث قال إن العالم لم يعد منقسما بين الشرق والغرب، بل بين النظام والفوضى. هذا الإطار يختصر جوهر ما يتكشف اليوم بين الرياض وأبوظبي.

في الأيام الأخيرة، واجه كثير من المحللين والصحفيين الغربيين صعوبة في تفسير اتساع الفجوة بين المملكة العربية السعودية ودولة الإمارات العربية المتحدة. فالكثير من التحليلات جاءت متناقضة أو سطحية. ويهدف هذا المقال إلى استعراض موجز وموضوعي للمراحل الأساسية التي أدت إلى هذا الصدع.

تاريخيا، افتخرت السعودية بكونها الدولة الخليجية الوحيدة التي لم تخضع للاحتلال، وبمواجهة الهيمنة البريطانية في الشرق الأوسط. في السابق كانت الإمارات تعرف بـ«الإمارات المتصالحة» تحت الحماية البريطانية، حيث كانت لندن تتحكم في شؤون الدفاع والسياسة الخارجية، فيما يدير الحكام المحليون الشؤون الداخلية. وقد شجعت الرياض جيرانها العرب بالاستقلال والحكم الذاتي، كما فعلت في معظم أنحاء العالم العربي. وفي نهاية المطاف، قررت بريطانيا إنهاء وجودها، ولعبت السعودية دورا محوريا في دعم قيام دولة الإمارات. وكان الملك فيصل من أوائل من اعترفوا بالإمارات، وقدم دعما سياسيا وماليا كبيرا في أوائل سبعينيات القرن الماضي.

ومع التطور السريع للإمارات، نظر السعوديون إلى هذا التقدم بفخر، ولا سيما التحول الاقتصادي الذي شهدته إمارة دبي في تسعينيات القرن الماضي، والذي قدم نموذجا ناجحا غير معتمد على النفط. وكثير من السعوديين من جيلي تحدثوا بإيجابية وفخر عن دبي في العقد الأول من الألفية الجديدة بوصفها قصة نجاح عربية حديثة. وكان هذا الفخر حقيقيا وصادقا.

لطالما نظر الباحثون السياسيون الجادون داخل مجلس التعاون الخليجي إلى السعودية باعتبارها العمق الاستراتيجي والركيزة الأمنية للمنطقة. وقد تجلى ذلك في تحرير الكويت، ثم لاحقا في الانتشار السريع لقوات «درع الجزيرة» لحماية البحرين من التدخل الإيراني. وعلى الصعيد الدبلوماسي، انطبق النهج ذاته على الإمارات. فعندما بدأت إيران في استفزاز الإمارات عسكريا، أصدرت السعودية، عبر وزير خارجيتها الأمير سعود الفيصل، بيانا قويا في 9 سبتمبر 2008 أكدت فيه عزمها وإصرارها على تحرير الجزر الإماراتية الثلاث المحتلة من قبل إيران.

بعد أقل من شهر، وفي 30 أكتوبر 2008، فاجأت أبوظبي الرياض بإرسال وزير خارجيتها إلى طهران لتوقيع اتفاقية تعاون شاملة. وكأن أبوظبي كانت تعتذر لطهران عن بيان الرياض. ورغم أن السعودية لم تعترض علنا، فإن التوقيت والأسلوب أثارا استغرابا في الرياض وواشنطن وغيرها. ومع مرور الوقت، تعمقت هذه المشاعر. واليوم تعد الإمارات ثاني أكبر شريك تجاري لإيران، كما سلطت عقوبات وزارة الخزانة الأمريكية الضوء مرارا على شبكات مقرها الإمارات تستخدم في غسل الأموال وتمويل الإرهاب، كان آخرها في 16 يناير 2026.

في عام 2015، شكلت السعودية تحالفا لدعم ميثاق الأمم المتحدة، ومواجهة ميليشيا الحوثي المدعومة من إيران، وإعادة الشرعية إلى اليمن. وبدا أن الإمارات في البداية منسجمة تماما مع هذا التوجه. وكافأت الرياض هذا التعاون بإنشاء مجلس تنسيق استراتيجي ثنائي، ودمج الإمارات بعمق في مشاريع «رؤية 2030» والمبادرات السعودية العملاقة. وظهر البلدان آنذاك وكأنهما كيان واحد لا ينفصل.

لكن هذه الثقة لم تقابل بالمثل. فقد بدأت أبوظبي تستخدم الآليات المشتركة لفهم الخطط الاقتصادية السعودية، ثم اتجهت لاحقا إلى عقد صفقات موازية ومنافسة بشكل مستقل. وفي نهاية المطاف، خلصت الرياض إلى أن الإمارات ليست شريكا اقتصاديا موثوقا، وقلصت مستوى التعاون.

وجاءت اللحظة الحاسمة في اليمن. إذ كشفت تصرفات أبوظبي أن مشاركتها في التحالف لم تكن في الأساس لإعادة وحدة اليمن، بل لدعم قوى انفصالية وتأمين نفوذ على موانئ استراتيجية، من بينها عدن قرب مضيق باب المندب، الذي يمر عبره نحو 20 في المئة من التجارة العالمية.

وفي تلك المرحلة، كان التحالف بقيادة السعودية قد حرر قرابة 80 في المئة من اليمن، وكانت قوات الحكومة على بعد أقل من 20 كيلومترا من صنعاء. ثم جاءت الصدمة. إذ قامت أبوظبي بتقسيم الجيش اليمني، وأشعلت الصراع بين فصائله، وأنشأت «المجلس الانتقالي الجنوبي»، مستغلة مظالم جنوبية مشروعة لتحقيق مكاسب جيوسياسية. وكانت تلك اللحظة التي خلصت فيها الرياض إلى أن الإمارات لم تعد شريكا موثوقا اقتصاديا أو سياسيا أو أمنيا. وحتى في ذلك الوقت، مارست السعودية قدرا كبيرا من ضبط النفس، وغالبا ما كانت تحمي أبوظبي من انتقادات الحكومة اليمنية.

في سبتمبر 2020، انضمت الإمارات إلى «الاتفاقيات الإبراهيمية» وطبعت علاقاتها مع إسرائيل. ولم تعترض الرياض على هذا القرار، على الأقل علنا. غير أن أصواتا إماراتية رفيعة، من بينها الوزير أنور قرقاش، صورت التطبيع علنا كأداة لزيادة «التنافسية الإقليمية» للإمارات. وذهب آخرون أبعد من ذلك، معتبرين إياه أساسا لتحالف جديد يهدف إلى تحدي التوازنات الإقليمية القائمة. ويبدو أن أبوظبي اعتقدت أن الاصطفاف مع إسرائيل سيوفر لها حصانة، بينما كانت تكثف دعمها لميليشيات في المنطقة. وكان ذلك خطأ استراتيجيا جسيما.

وعلى الرغم من كل ذلك، تفاعلت الرياض بطريقة بناءة مرة أخرى مع موقف أبوظبي، وأقنعت الحكومة اليمنية بدمج المجلس الانتقالي في الحكومة على أمل الحفاظ على الوحدة. غير أن أبوظبي فضلت تمكين شخصيات مثل هاني بن بريك، وهو قيادي سابق مرتبط بالقاعدة أصبح نائبا لرئيس المجلس الانتقالي، وعيدروس الزبيدي، رئيس المجلس، الذي يحمل ماضيا مثيرا للجدل، بما في ذلك مزاعم تلقيه تدريبا على يد حزب الله قبل عقدين. وقد منح الاثنان الجنسية الإماراتية، لا ليكونا رجال دولة، بل قادة ميليشيات. واستخدمتهما أبوظبي كأحجار شطرنج، وتعاملت مع جنوب اليمن كرقعة شطرنج.

واللافت أنه في عام 2015، نقل عن رئيس البرلمان الإيراني آنذاك علي لاريجاني قوله لشخصيات انفصالية يمنية إن «إيران لا تمانع وجود يمنين: يمن شيعي في الشمال ويمن صديق في الجنوب». وقد أثار هذا التصريح، إلى جانب ممارسات أبوظبي على الأرض، قلقا جديا من تداخل الأهداف بين المشاريع الانفصالية والاستراتيجية الإقليمية الإيرانية. وليس من المستغرب لاحقا أن الحوثيون انتقدوا الضربات السعودية ضد ميليشيات المجلس الانتقالي.

وفي عام 2018، كشفت وكالة «أسوشيتد برس» الأمريكية جانبا إضافيا من هذا التناقض، عندما أفادت بأن الحرب الإماراتية المعلنة على الإرهاب في اليمن كانت إلى حد كبير وهمية. إذ وثق التحقيق قيام قوات مدعومة من الإمارات بتجنيد وتمويل وتمكين أخطر عناصر تنظيم القاعدة في اليمن مقابل الولاء والسيطرة على الأرض، ما قوض مباشرة الأهداف المعلنة للتحالف.

وخارج اليمن، واجهت أبوظبي أخطر وأكبر أزمة لسمعتها في تاريخها، كما أرى، في 26 أكتوبر، بعد تورط وكيلها في السودان، ميليشيا الدعم السريع، في اتهامات بالإبادة الجماعية والقتل الجماعي والاغتصاب واسع النطاق. وبعد أسبوعين، وفي ظل غضب عالمي عارم ضد الإمارات، أعلنت أبوظبي، وللمرة الأولى على الإطلاق، عن تنظيم ثلاثة أيام من التدريب العسكري الاتحادي على مستوى الدولة في جميع الإمارات في 11 نوفمبر 2025، وحذرت المواطنين والمقيمين من التقاط الصور. ويمكن تفسير هذا الاستعراض للقوة بسهولة على أنه رسالة داخلية تؤكد من يمسك بزمام السلطة، وأن أي معارضة داخلية من الإمارات الأخرى لسياسات أبوظبي الخارجية لن يسمح بها.

وبعد ذلك بقليل، في 29 نوفمبر، أطلقت حكومة أبوظبي برنامجا واسعا لإعفاء القروض عن مواطنيها المتعثرين في السداد، والتوقيت يثبت النظرية التقليدية لـ«السيف والذهب». يشعر كثيرون داخل الإمارات الأخرى، بما في ذلك في دبي، بقلق عميق إزاء المسار العام لأبوظبي ومغامراتها الإقليمية العبثية ونهجها غير المتزن والطفولي، والتي ألحقت ضررا بالغا بسمعة جميع الإمارات. ويزداد هذا القلق لأن الإمارات الست الأخرى لا تعتمد على النفط كما تفعل أبوظبي، بل تعتمد بدرجة كبيرة على سمعتها كمراكز للسياحة والأعمال والتجارة.

وفي هذه المرحلة، دخلت أبوظبي حالة من "البارانويا" السياسية (الخوف والهلع). فقد اقتنعت دوائر عليا في أبوظبي أن ولي العهد السعودي قد ضغط شخصيا على الرئيس ترامب لفرض عقوبات على الإمارات بسبب دعمها لميليشيا الدعم السريع في السودان. وكان هذا الادعاء غير صحيح تماما، إذ لم يقدم أي طلب من هذا النوع. ومع ذلك، أثر هذا الاعتقاد الخاطئ بعمق في سلوك أبوظبي اللاحق وأسهم في سلسلة من القرارات المتهورة.

وكان أكبر خطأ ارتكبته أبوظبي عندما وجهت وكيلها، المجلس الانتقالي الجنوبي، لمحاولة الاستيلاء على أراض إضافية خلال انعقاد قمة مجلس التعاون الخليجي في البحرين، ولا سيما في حضرموت. وأسفرت هذه العمليات عن مقتل مدنيين، وتهجير قسري، وحملات ترهيب واسعة، جرى توثيقها وأثارت قلقا بالغا. وأصدرت الرياض إنذارا لمدة 72 ساعة للمجلس الانتقالي للانسحاب من المناطق التي جرى الاستيلاء عليها حديثا. ولاحقا، أكد عدد من المنشقين عن المجلس أن أبوظبي أوعزت إلى وكيلها عيدروس الزبيدي بعدم الامتثال. عندها تحركت السعودية بحزم، فاستهدفت دبابات وأسلحة عسكرية إماراتية جديدة في ميناء المكلا كانت معدة لتسليمها لميليشيات المجلس الانتقالي، رغم تعهد أبوظبي بعدم تصدير السلاح مجددا. كما ساعدت الرياض الحكومة الشرعية في اليمن على تفكيك ميليشيات المجلس الانتقالي خلال خمسة أيام فقط، منهية مشروعا فوضويا امتد لعشر سنوات تقوده أبوظبي.

ومن المهم الإشارة إلى أن الرياض لم تتخذ حتى الآن أي قرار يتعلق بعلاقاتها الثنائية مع أبوظبي. فلم تحدث أي قطيعة دبلوماسية رسمية، ولا مقاطعة اقتصادية، ولا إغلاق للحدود، ولا حظر جوي، ولا أي إجراء من هذا القبيل. كل ما فعلته الرياض هو وضع حد نهائي لمغامرة أبوظبي في اليمن، والسماح لوسائل إعلامها الرسمية بأن تصبح أكثر نقدا وكشفا لتهور أبوظبي وجرائمها في اليمن والسودان ومناطق أخرى.

It's due to short-sighted policies that make the majority of their citizens have unfavorable feelings towards the Muslim community because of enacted laws that seem to give them immunity and due to grievance politics.
