Unlike A2646 (@AravellaSimotas), Philiips' bill would impose a $50,000 lifetime cap on IVF coverage, comparable to an existing benefit for state employees. Would also allow insurers to disallow IVF for women under 21 or over 44.
Even with those limits, S8441 would likely be the most costly and consequential mandate imposed on NY insurers (and premium payers) in years. #MandateWatch
As usual, the Legislature is acting without an independent cost-benefit analysis. The sponsor's memorandum of support says the fiscal impact is "to be determined." After it becomes law, evidently. #MandateWatch
The Assembly passed Simotas' IVF mandate earlier this year. Unclear whether it would take up Senate's less-sweeping version.
