Told Cabinet ministers will have phones taken off them at 1030 tomorrow on arrival at Chequers and not returned till meeting ends at 11pm, and they've all agreed to a draft of the paper
Paper currently contains proposal for a “common rule book” for goods and agrifoods- and acknowledgement that will restrain scope/ negotiating power for any potential US free trade deal. Reference to joint dispute resolution, including ECJ - sounds EEA like for goods
these aren’t binary states:
- can choose to be in single market/EEA and do your own trade deals - indeed Iceland’s with China regularly cited by Leave campaign.
- can even be in a CU and do trade deals - eg Turkey with Georgia and Malaysia
But will constrain scope of FTA
So there is a trade off between the degree of EU alignment designed to maintain frictionless trade and thus trading conditions for Airbus, BMW, JLR & the ability to do an unconstrained trade deal with US or China etc...
