Document Communications Between Co-Workers In Each Meeting You Attend.
2 - This one is easy. You take notes during meetings, quantifying who gets along, who agrees with you, who disagrees with you, who mediates, who plays "devil's advocate" when you know darn well they aren't playing "devil's advocate".
3 - Create a grid ... those who are for you vs. against you on one axis ... those who have power vs. those who don't.

Then develop a strategy for communicating to those in each quadrant.
4 - Again, this doesn't have to be complicated.

If you are taking over a department or company, document what you are seeing and figure out who is on your side and who isn't ... document who has the power to help you and who might be partnered with for success.
