Here are a few things to keep in mind. Much of what the Senate does is by unanimous consent; a whole lot of it is done without a quorum present. Any senator at anytime can note the absence of a quorum and a vote ensues.If Democrats absent themselves,No one will note the absence
If no Dem is there, a. whole lot of bad things can be passed by unanimous consent.If a Dem is there, notes the absence of a quorum & tries to leave, the sergeant at arms can compel the senator to stay. And the Sergeant at arms can be required to try to round up absentees
Here is the bigger dilemma. How do you contest actions taken by the Senate when there was no constitutional quorum present? In the courts. Does anybody think the Roberts court would overturn them? @rickhasen weigh in on this one!
