1. The real damage from groups like the IRA happens not on E-day, but months and sometimes years before. Recall that some of the 2016 operators had been running for more than a year before the election. FB just took down inauthentic accts *from 2013* in E Europe.

2. This, from Sen. Rounds, is misleading. Unless he’s alluding to another CyberCom operation, the IRA doesn’t have the ability to conduct “cyber incursions.” They deal in social media, not hacking. 
3. There’s no reason to think that the IRA is the only body involved. We know the security services are; we know the Russian govt works illicitly with hackers and other makers of cyber mischief to blur the lines between state/private ops.
