Around the country, seventy-one percent of parents of children under age 18 say it is a problem to find quality, affordable child care in their area.
In an effort to help ease the burden and raise awareness for legislation aimed at tackling the nation’s child care crisis, I’m joining with working mothers to call for swift passage of the Child Care for Working Families Act.
I also announced my introduction of the Child and Dependent Care Tax Credit Enhancement Act.
These bills would help working families by ensuring they wouldn’t pay a disproportionate amount of their income on child care and expand the existing Child and Dependent Care Tax Credit to help cover the cost of child care.

This is a good article by @AKMcGlinchy that chronicles the financial struggles for many parents in Austin re: daycare.

With the upcoming code rewrite, there's an opportunity for the City to allow daycares all over the city. Under the status quo, they're greatly restricted.
From the City's needs and gaps assessment of high-quality, affordable child care facilities:

"The process to obtain a Conditional Use Permit can be burdensome and costly."

Notice that a General day care, 6-20 persons, requires a CUP below MF.

And then let's not forget about the burdensome parking requirements, compatibility, et al for day cares (and even schools).

When my kids were little, I struggled to find good, reliable, and affordable child care. It felt like an impossible task then – and it still is for many families. That’s why I’m proposing a new plan for #UniversalChildCare.
My plan for #UniversalChildCare would build off the success of Head Start to create a network of high-quality child care options. Federal funding would guarantee every family has access to high-quality, affordable care for kids from birth to kindergarten.
In many states, child care is more expensive than in-state college tuition. Under my plan for #UniversalChildCare, child care would be free for nearly 9 million kids. And no family would pay more than 7% of their income for child care.

Ed Zigler, architect of CCDA, died just 2 days before this article. He was my mentor. Here’s the story he told me.

Zigler was the last living member of the 1965 Head Start planning committee & the first director of the Office of Child Development during Nixon Admin (1970-72).

Nixon tasked Zigler w/ writing the 1971 Comprehensive Child Development Act.

Note, Nixon wanted it!

Double-checked: ACLU’s Gelernt said “record-keeping is not there” for 52 parents of children under age five.

That’s *more than half* of the 101 in this group of parents of very young kids the government identified.
This was according to Gelernt.

The govt attorney later gave these numbers of parents “matched” with kid (not “reunited”).

May be a discrepancy between record-keeping numbers and identifications.
So 16 of these children under five have *not* been matched, but the record keeping appears to be a mess with a far larger number (52), making the reunification process a bureaucratic and logistical maze.

Then there’s the DNA testing, paperwork issues, and legal hoops after that.
