Throughout Ms. Cregan’s 17 years of service in the Agricultural Commissioner and Weights and Measures System in Fresno and
and Madera counties, she has progressively promoted to positions of increasing responsibility such as Deputy Agricultural Commissioner/Sealer to most recently the Assistant Agricultural Commissioner/Sealer. Ms. Cregan has served in a senior management capacity for the past 12
years overseeing program areas including Pest Exclusion, Pest Detection, Export Certification, Pesticide Regulatory Enforcement, and Weights and Measures. She has been actively involved with Federal, State, and Local partners developing and implementing policy furthering the
promotion and protection of agriculture, the environment, and an equitable marketplace. Ms. Cregan has a Bachelor of Science degree in Animal Science.

As of June 30, 2018, $38,364,944 in Measure Z funds were held in trust for Fresno’s Chaffee Zoo Corporation (ZooCorp), with $32,039,802 of the total cash reserved for capital projects, and $6,325,142 for operations
In FY 2017-18, $14,316,990 in Measure Z taxes were received in total, and the Authority reimbursed ZooCorp $8,266,500 for capital projects, including the construction of a new warthog exhibit and infrastructure improvements, and design of new Asian animal exhibits. The Authority
also reimbursed ZooCorp $4,495,609 for operations costs that directly serve the animals, including feed, keeper and veterinarian salaries, and utilities.
The one-tenth of 1% Measure Z sales tax proceeds are received into three County managed funds s: one third for maintenance
and operations, two thirds for capital projects, and 2% for Authority administrative costs. Since inception, the Zoo has been reimbursed $44,917,529 for maintenance and operations, and $74,066,658 for capital projects.
