Having read it, I think there’s a lot of force in it. The neatest way would be to use A50(2) to conclude an (initial) Withdrawal Agreement (there can be more than one) that provides that the U.K. will not elect MEPs while its Art 50 notification stands.
NB - I had wondered whether reallocation of the UK’s seats to the EU27 would be a problem: but under the Council Decision, the reallocation doesn’t happen if the U.K. is a Member State at the beginning of the EP term.
