It’s entirely unclear to me (as an expert in the field) what on earth the “State aid and procurement advantages of HMG deal that appealed to Labour” over the EEA model are supposed to be.
The Government has - even on “no deal” - accepted that the substantive rules of EU State aid law will stay. For details see uksala.org/the-state-aid-…

Until the Government provides some details of what these “advantages” are supposed to be, I’d pay no attention to this statement.
I’ve commented elsewhere on the “rule taker” stuff. But since the criticism is from HMG, the question needs to be thrown back at HMG - if the EEA involves “rule-taking”, how, precisely, does it differ from the UK signing up to the “common rule book”with the EU as proposed by HMG?
