It's not a fine, but a prison term from 4 to 7 years for hooliganism using a weapon. The person charged - Armen Tavadyan is Karabakh war veteran, #QarinTak operation participant, served as Karabakh representative in Russia since 1993.
Main reason the case is widely covered by media, is investigated as heavy crime & extreme measure is chosen as punishment is that Tavadyan is believed to be friend of Robert Kocharyan and the TV he runs is a pain in the ass for the regime.
