I gave this session today at @limmud Manchester, a Jewish conference. I asked at the beginning who thought the answer was "yes" and sadly the vast majority of people put their hands up.
I tried to consider the issue analytically, building on a framework of the laws which protect us from discrimination, harassment etc. as well as Sir William Macpherson's definition of institutional racism, which I broke up into constituent parts
I then tried to apply the Macpherson's definition to the Labour Party - which is a big and complex institution with many moving parts. Note that the Home Affairs Committee report is almost 3 years old but could have been written yesterday
I know people use the term institutional racism to describe various organisations but it is worth analysing through the lens of Macpherson's definition - lots of racism doesn't necessarily mean it's institutional. And not a legal term so hasn't been considered by the courts
