Joining the @ANC2B meeting already in progress.
First item is an application by Astoria for an enclosed sidewalk cafe with 6 tables and 8 seats at 1521 17th St NW.
Plan view.
Motion to support carries 9-0-0.
Next up:
Consideration of a resolution regarding a traffic safety assessment for Dupont Circle (the Circle itself).

Commissioner Downs presents the issue.

Informal requests for this from the Transpo Committee have been ignored by @DDOTDC.

Downs wants it to be formal.
Downs motions.
Silverstein seconds.

Discussion.
Commissioner Hanlon says that because Connecticut Avenue is part of the National Highway System "prioritizing pedestrians over cars is probably illegal."
Downs says it's not the ANC's job to ask FHWA if this is illegal. The ANC is bringing resident concerns to DDOT.
Hanlon says we shouldn't criticize MPD over their lack of desire to enforce traffic laws.

Cunningham interjects, saying that she and her child we're almost hit and killed by a charter bus.

Silverstein says after last year's fatality, MPD had officer here for 4 weeks, not since.
Community comments:
Lance S says we shouldn't mention specific diffencies because DDOT should analyze those things.
Howard B:
Who cares about the language. Just ask for this. People have died
Jeff R:
Has been pushing for change in the circle for years. DDOT has said they'll look into it. Says DDOT looked into it in 1992 on a weekend. Haven't been back since.
Jeff R continued:
Mentions that Logan lost its express lanes in the 1980s, Thomas Circle in 2000.
I made some comments.
Aimee C:
Surprised that the Commissioners couldn't have worked on these disagreements before the resolution came up. They have emails.
In my comments: National Highway System doesn't mean you can't protect peds and cyclists. Connecticut Ave goes under the Circle. MPD has one officer in Ward 2.
Motion: 8-1-0, Hanlon opposes the motion.
To be clear, 8 ANC2B commissioners voted to ask DDOT to study ped safety at Dupont Circle. Commissioner Hanlon voted against even asking DDOT to study safety here.
Next item:
Consideration of a resolution regarding a funding request for LGBTQ grant programs.

Silverstein introduces the item.
Thanks from Warwick and Landry for Silverstein's support for these issues.

I believe Warwick seconded. Motion carries 9-0-0.
Next item:
Consideration of a resolution regarding DC Council bill B23-0037 "The Care for LGBTQ Seniors and Seniors with HIV Amendment Act of 2019."

Silverstein introduces this item.
Describes city programs that subsidizes senior programs at religious orgs that don't welcome LGBTQ people.

This legislation will address some of these problems.

Barberi seconds. Motion carries 9-0-0.
Next up:
Consideration of a resolution regarding the reintroduction of DC Council Bill B22-0102, which would ban the gay panic defense.

Downs introduces the motion.
Silverstein seconds.
Hanlon asks why this didn't pass before.

Silverstein says that DC Council hasn't heard from people that this is an important issue.

Previous bill wasn't opposed, it just never came before the Council.
Motion carries 9-0-0.
Now that we've completed the July Special Meeting Agenda, we're on to announcements!
Silverstein announces that he is no longer on the Alcohol Beverage Control Board.

Was the only Ward 2 rep for over a decade, despite having 40% of the alcohol establishments in the District.
Commissioner Hanlon:
Looks like there will be an agreement with Lit Cafe, which would've built an entertainment deck on the third floor, across the alley from rowhouses on Caroline Street.
Silverstein:
Apologizes to Hanlon and the audience for his earlier outburst, but is upset by the "absolute failure" of DDOT to address the two recent ped & cyclist fatalities in this neighborhood.

Hanlon: Thanks for the apology. Says all nine commissioners could do better.
Rep from Council Member Evans' office:
Not much to report, due to legislative recess.

Office is still open for constituent services.

Council back in session Sept 15.
From Dupont Circle Main Streets:
17th Street Festival will be Saturday, August, 24th from 12-6.
Downs motions support for the 17th Street Festival by paying the cost of the porta-potties for the festival.

Cunningham seconds.

Motion carries 9-0-0.
Announcements from DPW:
None.
Dupont East Civic Action Association.
Proud to announce their first protest before ABRA, and the applicant made changes. They're glad of that.

Says they've made their name opposing the Masonic Temple apartments. They've now filed a lawsuit.
Next item: 1255 22nd St NW requested to be moved later in the agenda.

On the amended motion: 9-0-0.

I think Landry moved.
Cunningham seconds.

Motion carries: 9-0-0.
Next up:
Appointment of the chair of the ANC's Zoning Preservation and Development Committee.

Schwartz nominates Landry.
Sampson seconds.
Hanlon has comments:
Will oppose Landry.
Reasons include what happened with the Masonic Temple. Says Landry stood against the residents and worked with the Masons.

Says Landry needs to be "empathetic with the needs of the residents, not Greater Greater Washington."
Hanlon says Landry is "dyed in the wool Greater Greater Washington."

cc @ggwash
Schwartz disagrees with Hanlon. Says Landry will be a good chair.

Hanlon says that Landry has called people "NIMBYs" which "many of us find insulting."

Says Landry divides the world into NIMBYs and YIMBYs. Doesn't want a devisive chair of ZPD.
Comment from Nick Delladone of DECAA:
Opposes Landry's nomination. Says Landry has called DECAA a waste of the government's time. Says that DECAA has a legitimate interest.
Comment from Aimee C:
Directs her comments to Hanlon. Re La Landry being "GGWash". Says she looked on the website and Landry isn't a contributor or on the editorial board. "What is it about GGWash that disqualifies someone?"
Hanlon says Greater Greater Washington "doesn't believe in historic preservation. They support density. Doesn't listen to the residents."

Aimee C responds:
GGWash is residents. She is a resident. Says GGWash is a collection of opinions from the writers.
I commented in support of Landry.
Lance S:
Respond to the fact that you considered future residents of the neighborhood. You're supposed to represent the residents view.

Also is upset that "David" (Alpert) doesn't let everyone speak on Greater Greater Washington. (He's banned from the comments).
Landry says he's happy to discuss the email in question, but that Lance has mischaracterized his comments.
Nick Delladonne:
Second comment: Says Landry "disparages" his constituents (members of DECAA). Says Landry "illegally" removed signs announcing a special meeting. Calls Landry "despicable".
Commissioner Hanlon:
Concerned that Landry won't listen. References the signs Nick mentioned. Says Landry reported the signs to DPW.

Says Landry "supported the Masons".

"You're the wrong person for this job."
Downs: Supports Landry.
Silverstein: Landry made no secret of how he stood on the issue. So did Nick Delladonne.

The voters spoke. And Landry defeated Delladonne by the largest margin of any incumbent in the city.
Delladonne stands up and yells repeatedly to interrupt over Silverstein.
Sampson: To Delladonne: Landry does listen to residents. He just doesn't agree with you.
Warwick:
Thanks to Schwartz for her service as the Chair. Is sorry that about his poor facilitation, which led Schwartz to resign.
On the motion: 8-1-0, Hanlon opposes.
Landry is the new chair of ZPD.
Now, rewinding back to 2124 O Street:
Application for a variance from FAR to build a third story addition to a rowhouses.

Cannot be seen from the street.
Schwartz:
Question: How does this change the shadows?

Applicant: This shows shadows with the extension. Only really impacts roofs.
Schwartz motions, Silverstein seconds.

Motion does not support the variance.
Motion carries 9-0-0.
Next up: Sushi Taro, 1503 17th St.
Wants to replace tile on ramp to their doorway and add a decorative wall panel.

Application is needed because the ramp is in public space.
Want to replace the tile with a more neutral color.
Downs motions support for this application.
Landry seconds.
Public comments:
Lance S:
Says originally a garden was proposed when this was built 10 years ago. Can the garden be put here?

Applicant: The applicant isn't building owner. Doesn't control this space.
Motion carries 9-0-0.
Next up:
Streets Market at 1255 22nd St.

Application is for a full service grocery store. Hours 7A-11P.
Hanlon asks: what's a tasting permit?

Applicant: So they can offer occasional beer & wine tastings.
Hanlon wants to know if wine tastings are necessary.
Recommendation is to take no action. (So the ANC wouldn't weigh in on this before ABRA).
No action taken.
Next up:
Honorary renaming of 1700 block of S Street NW "Kappa Alpha Psi Way".
Representatives of the fraternity are talking about the role of the fraternity and its connection to Dupont Circle.
Silverstein talks about how Kappa Alpha Psi was instrumental in integrating the suffragette march in 1913.

Also notes that the first integrated playground in DC was in Dupont Circle, Jamaica Playground, now Stead Park.
Silverstein says he hopes the future will see a more diverse Dupont Circle. Says Kappa Alpha Psi has been a great neighbor, says he hopes they never leave Dupont Circle.
Hanlon: Wants to know how many residents live on this block. Also wants to know have they been reached out to.
Questions from the public:
Nick Delladonne:
Part of DECAA's research has uncovered that the area around the Masonic Temple was historically black. Wants to work with Kappa Alpha Psi to name the small park near the Masonic Temple after that neighborhood.
Motion to support by Barberi.
Second by Landry.
Motion carries 9-0-0.
