Welcome to Hong Kong
These plastic sheets are everywhere covering up the protest graffiti
Not always very successfully
Elsewhere it's painted over
And they don't seem to have made it to the central reservations
Also you can't stick plastic on the roads
The Bank of China has been particularly assiduous in sandblasting away any spray paint. Bottom two layers of masonry are stripped to raw stone.
I can't work out the purpose of the clear plastic on the old Bank of China building. It's not obscuring anything and will easily get torn off.
God forbid the old Bank of China building should be used as a billboard for political slogans!
