The purpose of this Congressional act was to -
“To amend title 5, United States Code, to allow whistleblowers to disclose information to certain recipients”

So in February of 2019, a Dem from Adam Schiff’s state introduced legislation for the express purpose of changing the Whistleblower statute. They seek to expand who could accept a complaint.
Said simply, whistleblowers would not be required to only go to the Inspector General.

The specific language that jumps out is this -
“a supervisor in the employee’s direct chain of command up to and including the head of the employing agency, or to an employee designated by any of the aforementioned individuals for the purpose of receiving such disclosures”

That would mean, if Adam Schiff had an employee that once worked for the WhiteHouse, Adam Schiff could “receive” a whistleblower complaint directly.
He could carefully craft the complaint and he could legally accept the whistleblower’s allegations.

To be clear, H.R.1064 has not been signed into law, but it did pass the house.
To me, it clearly shows elements of their plan were in motion long before August. We need to find out who is involved and how deep this goes.

Interestingly, it would appear despite not being law, Schiff and others followed their plan as though it was law.
