I think it's very important for anyone in the "IT shop" (you know, those in that internal contracting organisation 😋) to realize that while we collectively plan for the next ten years (ahem) and strive for "enterprise solutions to solve world peace", people have to work now. /1
That yes, we need to maintain the service to citizens and partners (depending on your department's mandate/role). But technology components are only part of the entire system.

That system is comprised of humans, data, processes and technology components (various hardware and /2
software).

The traditional way of splitting IT out of the "business" doesn't work anymore (pretty much never really did either IMHO).

No, you don't want chaos and yes, you want enterprise level, reusable solutions (components, really). To do that, a central governing /3
committee won't cut it if you are in a medium to large organization.

Note that this is not an IT alone issue. This an organisational level issue and behaviour. /4
Working in the open, decoupling the technology architecture, avoiding 10+ years contractual technology lock-in, using open standards and open source software are all options possible today. /5
There is no such thing as "a single platform to solve all our needs in a box". Those who (actually) used enterprise resource planning systems know what I'm talking about.

Because tech changes, your business changes and the entire ecosystem changes. Plz drop the monolith. /6
When your employees start creating new spreadsheets to patch through the limitations of that shiny and gigantic platform you purchased and deployed, that's the moment you need to realize that it's never ending, no matter how far ahead you "plan". /7
But that's just the technical aspect. What really needs to be maintained are the services we deliver. The value we provide.

And that requires a broader look at what we do, more cohesive approach, user centered, human. Less silos, more open workspaces and common North Stars. /8
We need to accept that tomorrow is uncertain and to reduce our risks (budget, operational, security, etc.), we have to be able to more easily course correct faster.
