@LincolnSeward Adopt Resolution approving General Plan Amendment Application No. 556 amending the County-adopted Roosevelt Community Plan by re-designating a 0.34-acre parcel from Low-Density Residential to Medium-High Density Residential as the Second General Plan Amendment of the Agriculture
Agriculture and Land Use Element of the Fresno County General Plan for 2019; original house was built on the property in around 1942. In 1969, the County issued a permit to build a new single-family house on the property, conditional upon the old house either being destroyed or
converted into a non-dwelling storage unit. The new house was built, and the old house wasconverted to storage by the disconnection of utilities. At some point, the then-owners of the property reconnected the utilities to the old residence and converted that residence into two
rental units by framing the existing space between the garage and the old residence. These modifications were all done without permits, so the date of their completion and the old residence. These modifications were all done without permits, so the date of their completion
is unknown. The Applicant, Higton Investment Group, acquired the property in 2017, in its current configuration with the intent to rent the three separate units. A neighbor filed a complaint with the County, leading to Code Enforcement action. New Owner said not all info was
Given by previous owner. We had bought it as an investment property. Magisg” did you go to Planning Department to be sure that all structures were up to code? “no. But if you look around neighborhood there are many non conforming sites. Even a junk yard. A neighbor complained
triggering this. Magisg: five foot set back, drainage needed. Fire Sprinklers should be put in to. Owner: Housing Authority approved this for Section 8. Planning Commission approved it under contingency we would keep it for this function. Magsig says School and impact fees
should be paid too. Since these structures were built without paying these. Owner says yes for Unit B. Will go for a Title asks Magsig? Can’t be seen by title. Not found until neighbor complained. Two neighbors came to public meeting.
Magsig asks owner if we approve this then we are open to allowing other non conforming uses like a junk yard. Staff: people allowed to live on site while building. This is an unrecorded agreement. Can knock it down or convert into storage. In this case storage was illegally
Reconverted back into living quarters. @stevebrandau think there may be a compromise. Original perpetrator got away without paying school fees etc but he is long gone. This new owner had a tough time finding this out but if he could solve the zoning and planning items than I
think we should approve. There aren’t some access problems too though as Quintero mentioned earlier. Owner: four access points to rear too. Approved knowing County will Force it up to code. Pacheco would voted No if a neighbor showed up today. Magisg will vote NO as this sets a
bad precedent. Mendes agrees with Magsig. Approved 3-2
Quintero: press conference held a few weeks ago in Calwa regarding new public swimming pool. Thanks Congressman Jim Costa for his help with landscaping at Post Office. Brandau says Xmas Tree Lane is open. Last walking tour is tomorrow. Magisg: attended CESAC. Took a tour of
homeless efforts especially around PBIDs. Clovis Electric Parade was last Saturday. He wishes the Public Happy Holiday. We live in a county that will help provide lots of the food at Christmas feasts. Also thanks Brandau for running unopposed as well as himself. Blake Zante
