Achievement presented by Blake Konczal. She had many soft skills and after 6th interviews she was finally offered a job at Sheriff’s Office with full benefits. Was laid off at Aetna after 23
years but was able to get a a new job after help in training up. Quintero serves on Work Force Board.
Adjourn in Memory of Anthony Alves. 35 years of service with Public Works. His daughter Patty says he wa a proud County employee. He was retired for 36 years too.
Retroactive Memorandum of Understanding with City of Fresno for the Sexual Assault Kit Initiative Grant Program as well as add a deputy position at no county cost.
First Hearing of Proposed Amendment to the Fresno County Ordinance Code Amending Title 2, Chapter 2.38 - Children and Families Commission. Reduction of number of First 5 commissioners from 9 to 7. Grand Jury recommended this change. @BuddySupervisor says it was originally changed
by previous Supervisors. Approved. Receive presentation from the Downtown Fresno Partnership regarding upcoming events and organizational achievements
Trash and litter, graffiti abatement , overnight security patrols, a downturn in crime downtown over the last few years. “One of safesr areas in City” Create Here Business Plan competition that has led to some opening up in downtown. Building Facade grants have been awarded.
Trail to Ale has led to more breweries. Marketing to tourists. Google Ad words has helped with Social Media. Downtown Academy for young professionals. 100 events were out on this year. 50 carthop events. 100,000 attendees. December 7th Christmas Parade. Still taking applications
Quintero says Dar Realty was originally told he he made a mistake moving downtown. He has never been happier for making the move. Old Expositor building has removed their facade. Has run into asbestos issues however.
Resolution and Solar Photovoltaic Energy Services Agreement with FFP, BTM Solar, LLC for Justice Juvenile Hall. A 25 Year lease contract with opportunity to buy. Staff Del a Cruz gives County to buy at specified rates. 7 million kW per year. Currently paying $1.2 million but
will save $400,000. 7 bidders were interviewed. @LincolnSeward Magisg says there has to be shown energy savings to use 4217 process . This will be shown. Cash flow analysis was generous. Pacheco is confused as to why 4217. Staff Robert Bash says 4217 allows us to just pick one
vendor and go but we did interview many others. Pacheco wonders why 4217 since Juvenile Hall is ten years old so this isn’t an emergency. Bash says we did open it up to other vendors. 4217 allows any vendors used as consultants could also bid. Public: he protests this. He has
never been treated as bad in his 35 years of business. He was told there would be a RFP. When told he could only have two weeks to bid but not allowed to access the building. This was unfair as we were not allowed same opportunity as awardee. Solar prices have dropped in the year
since this was first proposed. Magisg: asks staff about any unfair advantage? Cornell: this was part of our due diligence and no advantage given. We did look at rate check. Savings was better with Forefront vendor over twenty years. Public: he was not allowed access to building
Bash: we never said we would have RFP. Everyone was given same data to generate rate check. NG and Forefront provided bids. 7 cents an hour from forefront. NG was slightly higher. Million dollars over the 20 years. Public says his rate was 6.9 cents with no escalators.
Brian Taylor of Forefront says we bested NG on all factors. County Counsel Cedarborg says county changed contract leading to higher rate than initial offer due to debt limitations changed vendors risk profile. Spur vendor says Apple to Apple says Forefront is better than NG.
Magisg wonders about 20 year payment for battery storage but batteries usually run out at ten. Battery replacement part of Deal? Forefront: battery is a ten year agreement. Probably better deal at that point. Magisg: battery says Forefront is responsible for removing battery.
Magisg: would like cash flows incorporated into contact. No upfront cash from County. Saves taxpayers $400,000 in first year alone. $14 million over 20 years. Is Forefront wiling to backstop these numbers? Forefront: we can’t guarantee what PG&E will do. We can guarantee we will
generate these power rates. We can Guarantee in contract the shaving of power use due to battery storage. Pacheco: thinks this is a good deal but also maybe too good to be true. Will PG&E exist in five years? Should have done RFP first. Mendes says we don’t have enough info.
Pacheco not comfortable with process. CAO suggests Spur could talk about government process. Magisg: suggests we not vote today. However He has not seen a proposal that would save this amount of money. Table this for now to allow staff to work with bidders.

then. Next: he was a caretaker for Clovis streets before suffering a stroke and now relies on his wife for doing things he took for granted pre-stroke. They do not get paid enough. Next: her care receiver relies on her for taking care of her. She didn’t get paid while her person
was in the hospital. I feed her , I diaper her but Supervisors don’t want to pay us more than ten cent raise. Gives home address and asks Supervisors to come to her and see what she does for 24 hours at $12 an hour. Next: Health CEO Bobby Bliatout says home care workers provide
passionate care. They get 2-3x less pay than they would normally in other industries. Only Industry that has that problem. Thinks 75 cents would be good for these caregivers. Next: I take care of my son with cerebral palsy. I can’t leave him alone. I had to work nights when my
wife was home. These care givers need any help they can get in a raise. Daniel O’Connell of Central Valley Partnership says he can tell Supervisors are making progress on this contract and hopefully ends today. County only pays 18% of these salaries. Your ten cent raise is then
is really equivalent to a two cent raise. Other counties that are less well off have managed to give a dollar raise. Next: I have been on both sides of the issue. Would Supervisors pay a care giver two cent did they were the patient? You wouldn’t want someone not getting paid to
take care of them. She has beat cancer six times. She would come out of surgery and wait until staff forgot about her and she would drive herself home. These care givers will never be paid what they deserve but at least pay them what is fair. Next: make a mark for yourself and
