Meadows is in Congress because the liberal city of Asheville was split between NC-10 and NC-11, drowning its votes with GOP rural votes. In 2020, all of Asheville will be in Meadows' NC-11, meaning he's probably a goner in a year of anti-Trump revulsion
LESSON: Republican professionals may keep *saying* that Trump is massively popular with the voters, but they are not fools enough to believe it. Meadows is quitting in 2019 because he anticipates a Democrat winning an un-gerrymandered western North Carolina in 2020
Some readers object that even post-2020 NC-11 will still trend strongly Republican. But at a minimum, holding the seat that now includes all of Asheville is about to become more difficult and more expensive for Meadows
