In 2017, I wrote a story about how alt-right bloggers were targeting career civil servants on the National Security Council (clearly with the help of someone inside the White House).

I never thought then that a US senator would engage in the same behavior.

The way the Ukraine $$ was obligated last year was anything but typical.
Why on earth would Pentagon Comptroller Elaine McCusker be writing daily emails through August and into September to OMB warning them that the hold was illegal and the money wouldn't be able to be spent on time?
Why were US defense contractors writing the Pentagon saying:

If Philbin is to be believed and all of this anti-corruption stuff really mattered to Trump, then why didn't his administration tell Congress?
Also, where's the paper trail?

No witness has testified to this being the reason the money was held. No email obtained via FOIA or reporting indicates this.
If there were a bunch of documents that revealed a genuine concern in burden-sharing with the EU, presumably the White House would make those public.
