Murkowski and Alexander saying they won't vote to call witnesses allows Collins and Romney to vote for them, knowing it (almost certainly) won't happen.

Had Murkowski or Portman or Tillis or Alexander or Gardner--just one of them--voted for witnesses, Roberts would have had to decide. And clearly that is something McConnell did NOT want to risk.
