Approval of the recommended action
Consent item 18 on Voting has been deleted. Item 26 removed as well by @stevebrandau on reclassifying a Homeless position in CAO’s office with increased salary. Brandau think she is a fantastic worker but would prefer instead of pay raise lessen her work. He also says it looks
@stevebrandau great work on this issue. He doesn’t want to see a department of homelessness. Sonya does have other job duties besides homelessness. Sonya makes $100,000 which isn’t chump change. Mendes: @budd
the top but Sonya’s role has changed and the few thousand dollars more a year far outweighs the added cost. Pacheco:he wasn’t comfortable with this two weeks ago and hasn’t seen much change. The raise should be at the same salary rate as everyone else. Reduced work load is pre-
ferred and load shared with others. CAO Rousseau says City of Fresno and County started working together on homelessness 6-7 years ago. Developed brochure for property owners on how to deal with homelessness. Spread to other entities. We are now all on board. Supervisors fiscal
concern is respected. HR has looked at this and Sonya has been out of class pay raise since Summer. He is proud of the work she has done. Her Plan has been developed and more state dollars will be coming down the chute. We are at holding down the fort time. Quintero: County would
be a support for cities. Magisg: County has taken the lead as 14-points was approved first. City of Fresno takes up quite a bit of the County limits but there are 14 other cities. County always takes the lead on this. We will the effectiveness later in meeting. Brandau: there is
great work on this issue. He doesn’t want to see a department of homelessness. Sonya does have other job duties besides homelessness. Sonya makes $100,000 which isn’t chump change. Mendes: @BuddySupervisor
says when First say down with Sheriff department nobody knew where to start. The smaller towns were able to solve their homelessness problems better than City of Fresno. We are like a corporate board and we hire a CAO. Don’t want to micromanage a CAO. This is much more effective
than City’s form with Mayor and City Manager. We won’t get anywhere micromanaging the CAO. Magisg: makes motion to approve. Fails:2-3 with Magisg and Mendes voting in favor.
2.1 Direct staff to prepare letter for the Board of Supervisors’ signature to the United States (US) Department of the Interior supporting the issuance of a Record of Decision relating to the Environmental Impact Statement prepared for the Reinitiation of Consultation on the Long
Valley Project and State Water Project; and prepare letter for the Board of Supervisors’ signature to the Governor and State Office of the Attorney General encouraging support of the US Department of the Interior’s pending decision and continuing efforts
efforts to implement the recommendations and improvement to the Long-Term Operation of the Central Valley Project and State Water Project Brandau has gone to a meeting on the “life blood of the valley”. Austin Euwell speaks: biological opinions which is based on Endangered
Species Act. Begun under Obama and extended to Trump. NEPA will begin soon. State of California May file lawsuit due to biological Opinion. Direction and support by Board of Supervisors is needed. Mendes: begun 5 years ago and took this long to reach this point. Previous bio-
Logical opinion was based on calendar only and new version looks at real time information. Pacheco: in favor but doesn’t see a letter provided for us to see first. We know State doesn’t work well with Federal. Doesn’t want to aggravate that with a unseen letter. Mendes: Letter
to State will be carefully written. Brandau makes motion to approve. Approved 5-0
3 Jean M. Rousseau, County Administrative Officer Delfino E. Neira, Director, Department of Social Services
Homeless Housing, Assistance and Prevention Program administered by the California Homeless Coordinating and Financing Council
Approval of the recommended actions will
Allow for the review of the City of Fresno (City), Fresno Madera Continuum of Care (FMCoC), and Counties of Madera and Fresno proposed joint service plan using the combined Homeless Housing, Assistance and Prevention Program (HHAP) grant funding of $11.8
million.HHAP is a $650 million block grant program designed to support regional coordination and expand or develop local capacity to address immediate homelessness challenges throughout the State. HHAP funding is divided into three categories for distribution: Continuum of Care,
population over 300,000) that is also a County, and County.Sonya with presentation. “Will provide triage beds , bridge beds , and rapid diversion to housing” Magsig: builds on what we had already voted on. Approved 4-1 with Brandeau voting NO
4.Approve and authorize an increase in the Purchasing Agent’s authority, effective immediately, to enter into new service contracts, with a maximum five (5) year term, up to an aggregate limit of $200,000 pursuant to California Government Code. Magisg: what is driving this now?
A: Has not been updated recently. As costs go up this is no longer very high. Checks and balances are still there. Only limit changed. CAO: neighboring counties have already agreed to $200,000 whereas we are doing baby steps by doing aggregate. Allows more flexible. Helps to
Streamline what comes in front of board. Pacheco: does prefer checks and balances. How many times have we gone over the limit the past three years? Is there a need? Staff Bash: we don’t go over it much as we automatically create a Board agreement at that point. Oscar Garcia:looks
at these contracts and Magisg is comfortable with this. Approved 3-2 with Brandau and Quintero voting No.

system (recommended action #3, above) stays in effect. Kevin Flanagan from SPURR : streamline ,save money, reduce risk; improved marketplace. 100% transparent as they are a public agency under the Brown act. ForeFront Power was chosen. This will include battery storage and EV
Charging stations too. Many agencies locally have taken advantage of large buying power of SPURR. Saved County $4 million and staff time by using SPURR REAP Clovis created their own RFP and only received one vendor responded whereas this got 6-8 vendors. 9 million kw used a yea

6.Steven E. White, Director of Public Works and Planning
Consider and adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 7449, including the Mitigation Monitoring and Reporting Program prepared for Amendment Application No. 3829;
3. Find that the proposed rezone of 42.6 acres with split zoning [40.1 acres from the AL-20 (Limited Agricultural, 20-acre minimum parcel size) Zone District and 2.5 acres from the M- 3(c) (Heavy Industrial, Conditional) Zone District, limited to a parking lot] to the M-3
c) (Heavy Industrial, Conditional) Zone District is consistent with the County’s General Plan and County-adopted Roosevelt Community Plan;
4. Approve Ordinance pertaining to Amendment Application No. 3829 thereby rezoning the subject 42.6-acre parcel of land to the
M-3(c) Zone District to allow limited heavy industrial, general industrial, and light manufacturing uses as requested by the Applicant;
The subject parcel is located on the southeast corner of E. Central Avenue and S. Willow Avenue approximately 3,002 feet east of the nearest
limits of City of Fresno (4216 S. Willow Avenue, Fresno. Some public worry there wasn’t enough environmental review. Public: Labor Union rep: don’t approve as an EIR is needed. Must extend to industrial use that will occur. A zone change without analyzing what industry will go
There. Negative Declaration doesn’t limit what uses will be allowed. Fair argument that there can be hazards. Removing 40 acres of farmland for this. Traffic numbers is lower than will be created. ( Mendes asks him to wrap it up)
Next:Developer rep Dirk Poechel says this had a junk yard. This is close to 99 Freeway. It will be a distribution hub. Close to work force. (Seems like he is talking as long as previous speaker. Mendes allows this as he is applicant ) Traffic study was routed to other agencies.
Accumulative numbers were up to date. He feels it was prepared according to CEQA. Malaga Elementary School across the street approves of project. Next: Fresno Economic (EOC) says there is a need for industrial land. We want to hire local. We want to attract more of these types
of business. Riverside has run out of land for E-Commerce and are starting to look here. Next: Nick Audino says it is a tight market now. There is not enough space for these types. Malaga has been designated for industrial for 60+. Brandau: what is the outreach to community?
Staff: yes. We sent it 1/4 mile. Brandau: asks County attorney if this Negative Declaration is appropriate? A: yes Brandau: seems now days once industrial word is used people get upset. We have made life difficult for developers. Makes motion to approve. Mendes: we don’t have
Circus performers like they do at City of Fresno. Approved 5-0.
Board comments: Magisg “going rate for retirement has a spike. “ Next Public Comments: Del Rey Senior Center is not funded. No hot lunches for Seniors. Asks @BuddySuperviso
