upon completion of the public protest hearing, approve item A or B. WWD 42 was formed in 1972 to provide community water services to the residential area near Alluvial and Fancher Avenues, as shown in Exhibit B. The district currently provides water to 104 residential parcels.
Supervisor Magsig @LincolnSeward asks about fee increases. Supervisor Mendes asks if there are any new protests in audience. Public: Carl Pasabian says reserves are being eroded despite no major problems. Agrees reserves need to be increased. Those who use lots of water are
being subsidized by those who don’t. We think this new proposal will encourage those to use water more wisely. Next: this will double our water bill. If numbers of cars doubled suddenly it would be a problem for county roads. This is same. Would’ve preferred a slow increase.
Pacheco asks if fees were leveled for a few years? Staff: yes and that is why sudden increase now. Pacheco says they are using a lot of water at these homes. Next Kevin Olson: in favor of increase. Several Pumps are out or contaminated.
Staff: Wells are 170-190 foot deep so fairly shallow buts also a susceptible to contamination flumes. Next: CSA is active but just a few making decisions.Fee Increases to repair pumps is needed. More planning is needed though. More residents are getting involved though.
Supervisors move to close item and so staff can add up the 86 protest letters.

carried on under the guise of massage therapy. Minimal discussion by staff.@stevebrandau says he appreciates this. We didn’t do a good job at the city of Fresno when trying to do this and it ended up hurting legitimate businesses. Some had to shut down for 6 months while dealing
with State. Brandau and CAO Rousseau have some ideas. 1) outreach to massage parlors and a grace period given to businesses then and come back with this February 25th to this Board. Magisg: is it a letter or staff knocking on door? A: both.
Magsig: smart to bring in legit businesses in this early so we don’t hurt them.

FINANCIAL HIGHLIGHTS
• ➢ During fiscal year 2018-2019, the Commission
allocated and received revenues of approximately $8.4 million from the State of California as revenues collected under the Children and Families Act. During fiscal year 2018-2019 ,the Commission disbursed approximately $10.2 million to funded agencies.
➢ The Commission committed
approximately $5.8 million towards the 2013-2020 Strategic Plan, which will be disbursed in the subsequent fiscal years to fund its investment framework and approximately $10.9 million of the Commission’s fund balance is nonspendable for the Lighthouse for Children facility
loan. Pacheco: our executive director has moved onto EOC Director. Interim Executive Director Fabiola is doing a fine job. Passes 5-0.

will support Administrative Operations to support the Department with additional Substance Use Disorder contracting and network adequacy requirements. Mendes says Gov. Newsom came to see her but City seemed to get in front of camera 😜Passes 5-0.
Agenda 7:Approve Amendment to the Salary Resolution adding one Building Maintenance Specialist position to the Internal Services Department, Facility Services effective January 27, 2020, Staff Robert Bash presents item. Magisg: Increase requests to Bash’s office. A: remodel
such as lead abatement and this one is mainly ADA. Quintero: is heater fixed in this building? A: for now. 4 Boilers and three have been upgraded as we build new jail. Larger fourth boiler goes back to 1960’s and part had to be custom manufactured. Magisg: we are lucky it was
not main panel to this building which is World War II. Bash: we are in “new” part of building built in 1950’s. Passes.

Comments on Closed Session: SEIU 2105 In Home Care workers thanks the Supervisors for the 65 cent raise. Hopes bargaining for 2022 will be swifter and again thanks Supervisors. On to Closed Session now.
