U.S. Atty. Andrew Lelling says David Nangle, a 20-year state rep, stole more than $70K in campaign funds to pay personal expenses & took various steps to cover his tracks.

He paid golf club dues, bought flowers for his girlfriend, & paid for casino trips, Lelling said.
The U.S. Atty said Nangle went so far as paying someone to collect his winnings at a casino.

The Lowell rep secured more than $300,000 from a local bank through fraud & appears to have filed false tax returns through fake deductions, Lelling said.
"It is safe to say Rep. Nangle has violated the public trust and especially the trust of constituents who donated to his campaign fund," Lelling, "This was a systematic pattern of theft and fraud going back to at least 2014."
Lelling says the office will continue to aggressively pursue public corruption, saying "if we don't do it, it might not get done."

The U.S. Atty said can investigate without having any ties to state & local elected officials.
David Nangle was arrested this morning at his Lowell home on 28 charges. He is scheduled to appear before U.S. Magistrate Judge M. Page Kelley at 12:45.

Driven in part by gambling debt, Nangle use campaign money to "fund a lifestyle out of his reach," according to the FBI.
According to FIB SAIC Joseph Bonavolonta, Nangle once said he was renting a car to travel to the state house, but actually used it to drive to a casino.

Nangle was also "trying to triple dip in order to get a federal tax refund," Bonavolonta said.
In a note some might consider ironic, Joleen Simpson of the IRS points out that David Nagle, now facing 28 federal charges, sat on the legislature's ethics committee.
I asked Lelling whether he thinks local officials are, knowingly or otherwise, missing corrupt activities within their ranks.

He said he wouldn't go that far, but does say it's "less awkward" for the feds to investigate state & local pols because they aren't beholden to them.
The Lowell Democrat is making his initial appearance before a magistrate judge &, per reporters in the courtroom, prosecutors are not asking that he be held in custody:
