But he also says he'll get access to $50 billion, which sounds like the Stafford Act (under which the president can declare just an "emergency"; the words "national emergency" don't appear in the law). 2/3
I just hope they get it right in the executive order, because a national emergency declaration opens up access to 100+ different powers that aren't available under a Stafford Act declaration. That's a pretty big distinction. 3/3
