Coronavirus Bill in parliament tomorrow. This is a brief from a regulatory lawyer who says it opens up possibility of *significant abuse of power*. Apart from anything else it’s going to make protest illegal. It really really needs your scrutiny

I’m very interested in how you rustle uo an entire parliamentary bill of hundreds of pages at a week’s notice. Whose work is this? When did work on it begin? Why was this considered necessary but not eg tellling us to wash our hands or avoid Cheltenham races?

Boris Johnson says he’s still leading country. He made big show of still leading cabinet meetings by Zoom. If he’s not well enough, fair enough. Put Rabb in charge & let him answer qs. But govt must be accountable & currently it’s not

We actually needed answers 2 & 1/2 weeks ago when this issue first became apparent & before parliament dissolved itself. The press has been slow & inadequate. But MPs have been far, far worse. Where are they?? Why is parliament not sitting? Its a total dereliction of duty
Because NEWSFLASH: the govt doesn’t care about tweets. Press has been slow & supine but is now unable to properly challenge because of format of press conferences. PM once again missing in action. But this is literally the job of parliament. Where on earth is it?
MPs have signed letter asking for a digital parliament but the need to do more. Why didn’t they insist on this before recess? When they actually still had some power? We are about to enter eye of storm & they have left us with no way of holding executive to account

These are the numbers from Wales. They are routinely left off national reporting but numbers from Gwent (Aneurin Bevan health board) are shocking & far in excess of London & Cardiff & Vale only slightly behind
Meanwhile, the whole of Wales has a grand total of 176 critical care beds

Sunset clauses are an important safeguard against the use of unusually broad or general executive powers. They also take different forms: (a) time limiting provisions in an Act (b) time limiting the power to make regulations or (c) time limiting the effect of regulations. (1/8)
The purpose is to ensure e.g. that emergency powers are not used beyond what is needed to deal with genuine conditions of emergency. In the UK it gives Parliament a safety valve in case it thinks an emergency no longer pertains or Gov't measures are no long appropriate. (2/8)
Our existing emergency legislation already tries to strike that balance. The Civil Contingencies Act 2004, for example, provides two key time limits. Regs lapse after:
(a) 7 days from the point they are LAID; and
(b) no more than 30 days after they are MADE. (3/8)

Please stop comparing #Coronavirus to the flu-a Thread #RT. Data does not corroborate this contention. Estimates are that the R0 of the flu averages around 1.5, and the mortality rate is around .05% (Based on CDC flu estimates of 32 mil cases and 18K deaths, both the lower end).
Coronavirus appears to have an R0 of 2.5 (lower than initial estimates) and a mortality rate somewhere between .7% and 3.5%. It is thus more infectious and more deadly. Not a good combination.
Using lower end CDC numbers of 32,000,000 flu cases + lowest estimated mortality rate of the Coronavirus, that gives you 224,000 deaths in the US. If you use a number midway between .7 and 3.5, you get 2.1. That would be 672,000 deaths were the infection rate the same as the flu.
