Hard to see how this can work without bureaucratic assistance. Anyone can say they’re leaving house for first time when they’ve been out all day, or claim to be walking with a flatmate when it’s just a friend. This will have to depend on people following the rules voluntarily.
The fact is Britain does differ from other countries in that we don’t have compulsory ID cards. You can see that as a blessing or a curse, but unless it changes quickly people can tell the police whatever they like and they’ll just have to be believed.
To be honest someone’s cheeky second stroll isn’t going to be the difference between success and failure; social distancing more important and easier to enforce. But does illustrate that, for better or worse, there’s no national infrastructure to back up an unprecedented measure.
