Reacting to invitation letter from NBI asking him to explain alleged violation of Bayanihan to Heal as One Act (tricycle ops), Pasig City Mayor Vico Sotto says they complied with all directives. He asks: Alam kaya nila March 24 naging batas ang Bayanihan Act?
Sought for comment re: NBI's invitation to Mayor Sotto on the basis of Bayanihan Act, Justice Sec Menardo Guevarra says:

penal provisions of any law are not applied retroactively unless the offense is a continuing one and its commission has not been stopped.
Timeline:

March 16 - PRRD placed Luzon on Enhanced Community Quarantine suspending mass public transpo beginning March 17

March 18 - Mayor Sotto appeals to allow use of tricycles

March 19 - DILG says no; Sotto says he'll comply

March 24 - BAHO Act signed into law
Guevarra says no letter from the DOJ addressed specifically to Mayor Vico Sotto but pursuant to President's instruction, DOJ directed NBI and regional offices, and Natl Prosec Service field offices to monitor actions of all LGU officials...
Guevarra: ...and investigate any violation or contravention of IATF guidelines, such as on unhampered flow of essential goods and movement of persons exempted from lockdown. The President reiterated the same order during his address to the nation last monday night.
Asked why NBI did not summon Sen. Aquilino Pimentel III over his quarantine breach which happened after Bayanihan Act took effect, DOJ spox Usec Markk Perete:

I am awaiting details from the NBI. What I know so far are those that are coming from news reports as well.
Guevarra:

My instruction was, if Makati Medical Center or any other party in interest does not file any complaint, then the NBI may initiate its own fact-finding and ask Sen Koko to explain his side.

How President Duterte's special powers bill morphed in about 36 hours (A thread)

PH Senate and House of Reps passed on 3rd reading Tuesday midnight their own versions of bill seeking to grant special powers to PRRD to address the spread of #COVID19PH
The House eventually adopted SB 1418 which will be forwarded to PRRD for his signature.

But what changes were made to Malacanang's proposed bill?

First, the title -- from Bayanihan Act of 2020 to Bayanihan To Heal As One Act.
Unlike Malacanang draft which mentions "emergency powers," SB 1418 uses the term "authority."

But the section granting authorities to the Pres invokes Art VI, section 23(2) of Consti (Congress’ delegation of emergency powers to Pres during nat'l emergency)
