What did President Rodrigo Duterte do a week after PH Congress granted him special powers under the Bayanihan to Heal as One Act to address #COVID19?

Based on his first report to the Joint Congressional Oversight Committee
Duterte says he delegated all but 2 powers granted to him: (1) power to direct ops of specified private establishments/take over ops in very specific conditions (2) power to require businesses to prioritize contracts for materials, services necessary in fight vs #COVID19 crisis
What follows are steps taken by govt agencies like BI, BJMP, DFA, DILG, PNP, POEA, PCOO, OPAPP, DOTr, DPWH, DICT, DOTC, NTC to stop the spread of #COVID19, some of which they have been doing even before the passage of the Bayanihan to Heal as One Act.
Duterte says DOST has provided P53.2M funding to UP-developed #COVID19 test kits. It has also partnered with schools, other institutions for doing studies on #COVID19 and production of 500,000 re-useable, washable, re-wearable facial masks.
Duterte says IATF came up w/ guidelines for social amelioration program, including P5k-P8k/mo. cash/non-cash subsidy for low-income households for 2 mos. DOLE gave P5k to 8,641 beneficiaries under TUPAD program. DBM drafting issuance to give health workers special risk allowance.
Duterte: NBI probing, filing charges vs LGUS violating natl community quarantine guidelines. DTI, NBI going after hoarding, profiteering. DA, DTI, DOH enforcing price freeze. DPWH deployed 402 vehicles to ferry frontliners, health workers.
Duterte: DFA facilitating donations from overseas. BOC allowing online processing of shipments and has now released shipments for medical, emergency supplies. Procurement board came up with resolutions for emergency procurement.
Duterte: DTI preparing for rollout of P1B rehab financing for businesses. IATF recommended suspending export percentage reqts so exporters of medical supplies can sell locally. DA formulated food resiliency action plan and assures enough supply of rice and food for next 75 days.
Duterte: DBM coordinating w/ natl govt agencies, GOCCs regarding #COVID19 funding. So far, no projects/programs discontinued nor funds realigned for measures to address #COVID19. Draft joint circular transmitted to DOF to allow use of P100B eligible cash/cash equivalents.
Duterte: BIR has extended tax filings. DTI says 30-day grace period for payment of bank loans has benefited thousands of businesses while 3-month moratorium for payment of loans to GOCCs will benefit 5.5M housing program beneficiaries. DSWD expanding 4Ps program.
Duterte: DSWD also extending assistance to individuals in crisis situations in some cities, provinces and implementing food and non-food items distribution amounting to P22M serving 4,753 clients. Its field offices coordinating with LGUs for food augmentation.
Duterte cites other measures including online processing of permits, licenses, other authorizations; OWWA's Hatid-Sundo program for OFWs; National Prosecution Service's online inquests; and CHED's and DepEd's issuances.
