Takeaways from the judgment:

1) Court has described the LIFE Mission project as an intellectual fraud, entered into as an MoU rather than as a government contract to avoid scrutiny by the CAG
2) Though it appeared that the officers involved were pursuing a hidden agenda, liability for such mischief could not be extended to the political executive unless the breach was brought to their notice in writing or they received a personal benefit, the Court made clear.
