Agarwal: The recent scheme from PM Cares says that the funds for PM Cares will continue the children of orphaned children, financial help for higher education and 10 lakhs will be made available when they become 23 and health insurance when they become 18.
Amicus: we don't know how many children are the beneficiaries.

Amicus: I have gone through all the affidavits. We can start with 5 southern states and 5 northern states followed by Maharashtra, Bihar and Jharkhand

Justice Rao: yes we will have it on Monday and we can ask the state govt to appoint a nodal officer so that the officer can communicate with the amicus so that all schemes are implemented
Justice Rao: NCPCR has said actual figure is not in yet. its around 9,000 till now and the final figure can come up till next Monday

Justice Aniruddha Bose: were the states randomly selected or on the basis of parents lost?
Amicus: I was told that if all children who lost either of parent is included then the numbers will be huge..

Justice Bose: We are asking the 10 states where nodal officers are needed, is it on the basis of number of children?

Agarwal: Yes
Justice Rao: He says it will be convenient for him to speak to 2 states per day. if you speak to 10 states in a way that 2 state sper day then by Monday you would have spoken to all.

Agarwal: we are only dealing with the children who were brought to Child Care Institutions
Justice Bose: we are not looking at a mathematical formula, we need a broader idea

ORDER:

Justice Rao: We had earlier asked states to upload details on the Bal Sawaraj portal. The district authorities were asked to tend to the basic needs of the children who have become orphans due to pandemic.
Justice Rao: The NCPCR has filed an affidavit which states that 9,246 such children who have either lost one or other parent. NCPCR counsel submits that the states have not provided the complete information about the children who have been affected

Justice Rao: Time given to district authorites has been asked to be extended till this Saturday. Maharashtra and Rajasthan submitted that district authorities were finding it difficult to upload the data
Justice Rao: Amicus in his note referred to the scheme PM Cares for children. According to the available information, children who have lost both parents or survived by legal guardian or adopted parents will be the beneficiaries of the scheme of the central government
Justice Rao: as the particular of the scheme is not available amicus submitted that the centre be directed to furnish the necessary details about the scheme announced by PM @narendramodi . Details including the befeciaries of the said scheme.
Justice Rao: Amicus has asked the states to appoint a nodal officer of the concerned department who would interact with him regarding necessary information of orphans/CNCPs and discuss about the problems faced regarding identification
Justice Rao: Amicus identified the 10 states which are: Telangana, Tamil Nadu, Kerala, Karnataka, Gujarat, Rajasthan, UP, Maharashtra, UP, Bihar and Jharkhand to start with such an exercise to be completed before next Monday.
Justice Rao: these state governments are directed to appoint a nodal officer at the level of secretary/joint secretary and provide all necessary information regarding orphans and schemes in place
